STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Food Security, Agronomy, Statistics, Data Science, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language: International Professional: Fluency (level C) in French & English

ORGANIZATIONAL CONTEXT

These roles are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs), and report to a senior VAM or Programme Policy Officer. Job holders operate with high degree of independence and are involved in more straight forward VAM activities and programmes and/or focus on a specific theme(s).

JOB PURPOSE

Under direct supervision of the Head of RAM and in close collaboration with RBD-RAM-unit, the incumbent is expected to support all food security research related activities through insuring efficient implementation of research and data analysis processes and systems. The VAM Officer will be in-charge of conducting various types of food security related research (e.g., Social Protection, Integrated Resilience Package, Nexus approach, needs assessment and situation analyses).

Most of these analyses are intended to inform the “Cadre Harmonise” that is key to the country advocacy and funding mobilization strategy. In addition, given that the institution that hosts the “Cadre Harmonise”, the Permanent Interstate Committee for drought control in the Sahel (CILSS) is located in Burkina Faso, the Expert of the country office will also be a liaison officer, extending RBD engagement with that regional body. He will facilitate the discussions on urban food security assessment as well as the implementation of the “Cadre Harmonise” in urban context, Burkina being considered as a good pilot.

Lastly, the expert will handle on-going research with CIRAD, along with CIAT, on developing specific market indicators in enclaved areas/hard to reach areas.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support activities to strengthen food security research efforts in the WFP country office in Burkina Faso. The incumbent will carry out supervision and professionalization work in the field of research management and the coordination of research projects.
  1. Contribute to the enhancement of triple nexus approach (humanitarian response-development and peace) at WFP country level by developing methodologies and tools to generate evidence and improve the measurement of integrated resilience.
  1. Contribute to strengthen WFP existing capacities for vulnerability analysis and climate change potential effects for the most vulnerable communities including analysing remotely sensed climatological data.
  1. Act as focal point for the ongoing research project in WFP Burkina Faso (“Assessing local food systems’ resilience in conflict affected areas” – a pilot study with CIRAD-CIAT) and support the development of specific indicators on markets and food security in the context of complex insecurity.
  1. Build capacity of WFP staff, partners, regional and national institutions to conduct, report on and use food security analysis and research to effectively inform policies and programmes with a specific focus on strengthening Nexus approach.
  1. She/he will be in charge of providing technical guidance related to planning and implementing research projects for the organization and will ensure effective linkage of our research with regional and national food security and vulnerability themes and priorities.
  1. Contribute to regional and country specific food security situation analysis in close collaboration with RBD, RAM unit, incl. in areas such as Resilience and Social Protection.
  1. Pro-actively support the national food security system, research institutions and universities in Burkina Faso in rolling out research studies on food security.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum of five years of experience in related field.
  • Has led research study and surveys, multiple assessments in both emergency and development context, including the design, data collection and analysis.
  • Gained valuable experience in collecting geospatial and socioeconomic food security data, conducting quantitative and qualitative analyses, and reporting findings to senior leaders.
  • Experience with recognized research institute would be an asset.
  • Experience in research on Resilience building activities and Integrated context analysis.
  • Excellent knowledge of Market assessment dynamics.
  • Familiar with West-and Central African Cadre Harmonise-methodology and experience in facilitating “Cadre Harmonisé” workshop analysis. Certified as Expert is desirable.
  • Knowledge of country and cultural context in assessing food availability, access and utilization, and exposure to risks.
  • Experience with different software and tools to facilitate statistical analysis (such as, not limited to, SPSS, SPHINX, Epi-info…ect…)
  • Has participated in design and implementation of programmes focusing on food security.

TERMS AND CONDITIONS

This Position is based in Ouagadougou; Burkina Faso and is offered as a Limited Fixed Term (LFT) at P3 grade for a duration of 2 years starting asap.
