BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. Its mission is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. We are currently seeking to fill the position of a Consultant as “Partnership and Communications Consultant” Level 1 equivalent to P2, within the “Partnerships & Communication Unit’ in ‘’Bujumbura, Burundi Country Office, RBN’’.

WFP in Burundi has transitioned to an Interim Country Strategic Plan (ICSP 2022-2024) in March 2022. The plan will expand ambitious portfolio of activities including humanitarian food assistance interventions to refugees, returnees and IDPs, support to smallholder farmers and sustainable food value chain, innovative resilience building initiatives and work to address undernutrition. WFP will work on expanding social safety nets such as the national school feeding programme, contributing to sustainable progress in achieving zero hunger, including supporting national policies and strengthening systems and institutions.

The ICSP will emphasize women’s economic empowerment and gender-transformative approaches that promote gender equity and challenge gender-based norms and assumptions. WFP is engaged in joint programming and implementation with other United Nations agencies, particularly the Food and Agriculture Organization (FAO) of the United Nations, the International Fund for Agricultural Development (IFAD), the International Organization for Migration (OIM), the United Nations High Commission for Refugees (UNHCR), the United Nations Children’s Fund (UNICEF), the United Nations Development Programme (UNDP), the United Nations Population Fund (UNFPA), UN-Women and the World Health Organization (WHO). Also, it will be providing external on-demand logistics services to the government and humanitarian and development partners.

ORGANISATIONAL CONTEXT/JOB PURPOSE

To fulfil this ambitious and comprehensive ICSP in a complex socio-economic context and challenging fundraising environment, the Burundi Country Office request additional capacity to support the operational activities and to advance the strategic objectives of the Partnerships & Communication Unit.

Under the direct supervision of the Head of the Partnerships & Communication Unit, the Partnerships and Communications Consultant will carry out and coordinate a broad range of activities, analytical work and coherent research. S/he will engage with internal stakeholders and a host of public, private and external partners entities, comprising governments, UN agencies, intergovernmental institutions, international financial institutions, corporations, foundations and NGOs.

S/he will provide substantial value to WFP’s effective positioning and attract policy support, resources, and innovative solutions to advance the work of WFP in supporting the achievement of Zero Hunger in Burundi and emphasizing WFP’s contribution in this regard.

S/he must have excellent communication and organizational skills, a proven ability to work as part of a team and act under pressure with a results-driven approach to facilitate the management of the Partnerships & Communication Unit’s substantive agenda and partnerships portfolio.

ACCOUNTABILITIES/RESPONSIBILITIES:

Partnerships & Communication

  1. Develop and strengthen partnerships in support of WFP strategic objectives, including with government donors, private sector, and international financial institutions; maintain effective relationships through appropriate channels;
  2. Prepare Talking Points and Briefing Notes ahead of conferences, meetings with Donors and/or Government stakeholders, donors’ field visits, attending where required;
  3. Support the development and update of the Unit’s strategic documents including the Partnerships Action Plan (PAP) and Resources Mobilization pipeline.;
  4. Contribute to the management of the existing portfolio of partnerships, providing regular reporting, and continuing the partnerships through effective communication and networking
  5. Proactively contribute donors’ intelligence and stewardship highlighting fundraising opportunities and soliciting contributions, to maintain and increase funding from new and traditional donors;
  6. Conduct prospect research to identify new private sector entities that can help achieve WFP’s strategic objectives and manage these opportunities effectively in order to increase positive outcomes;
  7. Support the Partnerships Unit in the development of high-quality funding proposals, concept notes, donor reports (mid-term, annual, or end of project) and other ad-hoc external reports or high-level strategic briefs, editing and revision of all content and documents provided by technical teams, ensuring all content meet donor standards and requirements;
  8. Support the production of communications and visibility activities and support materials on high-level events and field visits;
  9. Contribute to the planning and preparation of field visits with the donors and partners, draft mission’s report and attend debriefing meetings
  10. Prepare and provide regular materials to inform new and potential donors on the strategy, design, relevance, and impact of WFP programmes;
  11. Analyze information coming from different sources and present it in a concise way as requested;
  12. Maintain up to date on lessons learned, evaluations, programmes, studies and research from the CO – and support dissemination of lessons/recommendations/ best practices;
  13. Perform other related duties as required by operational needs.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in International Relations, Public Relations, International Development, Humanitarian Emergencies or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Experience:

At least three years of experience in senior assistance role, and/or communication/reporting role; experience with Partnership and Donors relations.
