In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan's resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.
As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC's new strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za'atari, and Azraq camps) refugees and urban-based refugees, and coordination with the humanitarian community and the Government of Jordan.
Job Overview
The Sexual and Reproductive Health (SRH) program manager will lead and coordinate all aspects of IRC's Health program, which includes the design, planning, and management of the IRC Sexual and Reproductive Health Care interventions in the Azraq Refugee camp in Jordan under the project of "Provision of Integrated Sexual and Reproductive Health and Gender-Based Violence Services in Azraq Camp, in response to the Syrian crisis.
With direct management support from the Health Coordinator (HC)the SRH program manager will ensure that the goals and objectives of the projects are met in a timely and effective manner according to the Theory of Change (ToC), work closely with other sectors to effectively harmonize and integrate the Sexual and Reproductive Health program across the different sub-sectors of IRC, bringing them in line to have integrated and high-quality services to clients, and handle other specific duties & responsibilities, including Business Development & Context Analysis/Research, Award Management (PCM, Budget Management, Reporting, and Monitoring), Staff/Talent Management & Performance, External Relationships, Partnerships & Coordination.
Specific duties and responsibilities
Strategic Management and Technical Quality
- Assume primary responsibility for daily project management and implementation of the SRH Health program – Azraq camp project per the Strategic Action Plan (SAP) in Jordan and ensure compliance with the donor agreement and project proposal, proactively reporting to the direct supervisor if issues arise.
- Lead project planning, program implementation, and budget expenditures to effectively use resources against planned activities and expected outputs.
- Provides support to enhance the health quality of care in the SRH program by ensuring that protocols and guidance concerning both technical programs set up and clinical activity at all stages in the program cycle are applied and followed.
- by working with the MEAL team to collect information and consolidate data monthly to demonstrate impact and improve ongoing program design.
- Work actively to integrate the SRH health program with other program sectors where appropriate, particularly with WPE, ERD, and ECD programming.
- Compile and prepare quality monthly and periodic project progress reports, as well as final reports, and provide other information as required by donors, the Regional Office, and the Technical Unit.
- Correlate with the team and Grants department, track and update the Projects Dashboards continuously to ensure quality management of the project in terms of identified indicators, targets, and budget.
- Actively support the health staff in implementing and monitoring health interventions in their area of operation, including adapting the new SRH demands of Syrian refugees in the community.
- Conduct regular field visits to identify gaps and challenges and run program efficiency and quality.
- Conduct regular communication and meetings with program staff to ensure proper service delivery.
Business Development & Context Analysis/Research
- Ensure implementation of developed plans for program evolution in collaboration with the Health Coordinator with existing donors and new donors
- Follow up and ensure the availability of resources for conducting impact evaluations or studies on standard processes for program modality evolution in coordination with the Health Coordinator.
- Apply a client-centered approach in partnership with local actors to provide systems strengthening, equal access to services, and policy influence in the health sector
- Ensure needs assessment, research studies, key data, and desk reviews are in place for advocacy points.
- Conduct the technical development of new proposals and initiatives for IRC Jordan in line with SAP and in coordination with the Health Coordinator.
- Develop budgets for project proposals in conjunction with the line manager, grants, and finance departments, along with budget and project modification activities.
Award Management
- Review, monitor, and follow up on project work plans, procurement, and detailed spending plans, including Budget vs. Actual projections according to the budget management SOPs, in coordination with the Health Coordinator and relevant departments.
- Manage and lead the Project Cycle Meetings (PCM) for assigned projects using the projects' Dashboards to ensure that technical action points are followed up promptly and bring any over/under expenditure issues to the attention of the SMT, Senior Programs Coordinator, Grants, and Finance teams along with proposed corrective actions.
- Prepare technical internal and external narrative reports within the agreed due date using IRC and donor's formats, with compliance to the Narrative Reports Writing SOPs – analyze verified data and all available evidence & writes the first draft of the narrative report for all program components.
- Support in updating program-relevant SOPs regarding the IMPACT framework to ensure guide quality of implementation.
Staff/Talent Management & Performance
- Work with the head of the program to build the capacity of team members and identify resources and materials to support and build staff capacity relevant to technical and management competencies.
- Provide ongoing mentorship and guidance to direct-report staff, including sharing clear expectations, setting annual performance objectives, and providing regular and timely positive and constructive performance feedback.
- Deliver and implement a comprehensive plan for hiring new team members as required, including technical capacity-building training and orientations.
- As required, identify staff performance issues and work with Human Resources to document and address these by the National Staff Employment Policies.
- Approve and manage attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
- Adhere to and act by the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations
External Relationships, Partnerships & Coordination
- Ensure close collaboration with IRC's strategic partnerships and partners in support of SAP in Jordan in respect to collaboration with local partners and systems strengthening.
- Coordinate and participate actively in different forums, meetings, and reviews with IRC partners, including the relevant ministries, governmental bodies, civil society, the private sector, and academic collaborators.
- Organize and facilitate field visits for partners interested in IRC's programming in Jordan.
- Ensure regular communication with the supervisor and other departments regarding the project's progress and processes, including finance, grants, and partnerships.
- Participates in updating Health PEERS Basic Stakeholders Analysis and Program Approach related to the SRH component.
- Supports the communication department in the monthly Jordan Staff newsletter, Videos newsletter, or where needed (providing talks, articles, videos, and/or looking for appropriate speakers to do so).
Key working relationships
Position Reports to Health Coordinator
The position directly supervises SRH Health Referral Officer, Midwives, Gynecologists, General Doctors, Data Entries, and Pharmacist.
Key Internal Contacts: other IRC Jordan Programs such as MEAL, Partnerships, Grants, Supply Chain, and Finance departments.
Qualifications
Job Requirements
- Master's in public health or relevant degree.
- Minimum of 6 years of professional experience in Health programs in humanitarian and development contexts, some of which was at manager level.
- Strong organizational, interpersonal, and team-building skills.
- Strong writing and analytical skills, including MEAL and assessment data framework for use in program decision-making and humanitarian advocacy.
- Experience working with and coordinating with local authorities, donors, UN bodies, NGOs, INGOs, and other partners, including grass-root organizations.
- Excellent written and verbal communication skills
- Competent in Windows, MS office programs, emails, relevant Health Information System (HIS), and medical health records databases.
- Ability to work in a dynamic environment with other hard-working teammates.
- Accountable toward achieving program goals.
