THE ORGANIZATION:

OBJECTIVE OF THE POSITION:

Mission: Under the line management of the CBR Manager. The CBR Officer is responsible for implementing community-based project activities and to mobilize partners and other project stakeholders to integrate the person with a disability in their community

Reports to: CBR Manager

Supervises: CBR volunteers.

Location: Amman,Zarqa,Mafraq and Irbid.

Responsibilities

Responsibility 1: Contribute to the project planning and implementation

Aim: Ensure the CBR activities are implemented on time and within the defined plan

Activities:

  • Collect information from the team to document set indicators and contribute to data analysis;
  • Contribute to the preparation and implementation of project quarterly reviews, mid-term and final evaluations, as well as donor reports;
  • Produce monthly work plans based on project planning and report achievements during the regular team meeting.
  • Follow-up CBR monthly work plans.
  • In collaboration with Project assistant compile all the waiting lists and share them with the MEAL team weekly.
  • Supervise CBR volunteers and provide them feedback that contributes to developing their skills development
  • In collaboration with CBR Volunteer and Project Assistant Identify the project catchment areas and follow-up the service map with referral officer.
  • Identify the suitable number of CBR volunteers in each area to be matched with the workload.
  • Ensure regular supervision for the CBR Volunteers through field visits;
  • Conduct regular evaluation of the technical tools and documents used at the field level.
  • Participate in project meetings.
  • Maintain regular links with the TOs in order to ensure the cohesion of activities within the Project.
  • In collaboration with the TO, organize information sessions on rehabilitation for Primary Health Center staff and coach them to improve referrals.
  • In collaboration with CBR Committees and CBR volunteers, organize awareness and information sessions for local stakeholders about rehabilitation and referrals mechanisms set up within the scope of the project.
  • Follow up the implementation of training provided by Technical Officers for the CBR volunteers and collaborate with other department for the provision of technical support when required.

Responsibility 2: Contribute to the development of methodologies and tools related to CBR and monitor the implementation.

Aim: Support the setup, implementation and update of the CBR project tools and operations. Ensure that referral network is in place, correctly implemented & regularly updated by HI and project partners and stakeholders.

Activities:

  • Contribute to the identification and development of the operational tools needed for implementing the project activities.
  • Identify the training needs for volunteers in order to have proper implementation of the activities and with support from CBR manager and CBR technical advisor develop training packages including training needs assessment, training plan, training materials related to CBR.
  • Contribute to the development of data collection tools for tracking project indicators; Participate in lesson learning analysis, identification of good practices and success stories and case studies development.
  • Provide regular reporting on activities to the CBR Manager.
  • Contribute to the monthly information sheet (MIS) by providing relevant data related to the position and CBR component of the project.
  • Participate in the analysis and reporting of issues faced by the refugee population with more focus on the vulnerability factor.
  • Monitor the use of tools and methodologies and support the team for their implementation.
  • Monitor and analyse the quality of beneficiaries’ file and data provided by CBR.
  • Identify case studies and success stories to illustrate changes induced by the project and for communication use.
  • In collaboration with CBR volunteers; Support the creation of self-help group.

Responsibility 3: Team Management

Aim: Ensure a positive team environment and functional performance of the team under his/her

Management.

Activities:

  • With the human resources department, define the prerequisites for any vacant Project Assistant positions.
  • Conduct managerial interviews for the recruitment of Project assistants.
  • Ensure the Project Assistant responsibilities are clearly defined and understood.
  • Ensure the referral process is organized and well managed.
  • Manage and support the CBR team under his/her management and ensure the work plans are followed.
  • Assess the Project Assistant needs for training and follow up.
  • Conduct performance appraisals and setting of individual performance objectives for project assistant.

Responsibility 4: Support the project to manage all processes and procedures related to cash requests, payments and advance closures

Activities:

  • Anticipate payments and make requests to Finance department.
  • Keep record of all cash Payments on excel worksheet, update it on Master database and ensure that accurate data related to payments is reported on time and in sufficient quality for monitoring
  • Support the project team to understand and apply correct procedures related to cash handling.
  • Ensure validity of all supportive documents before making payments.
  • Translate invoices related to the project and prepare payments in accordance with HI cash procedures.
  • Ensure all required documents are attached; calculations are correct, appropriate approvals are in place before proceeding to any payment.

Others:

  • Confidentiality is required in all these responsibilities.
  • Movements to the field are requested upon request

THE SUCCESSFUL CANDIDATE will have:

  • Degree in development project management or social sciences or other relevant discipline.
  • Minimum 4 years’ experience working with vulnerable groups with IOs or NGOs
  • At least 3 years’ experience working in community based approach / community mobilizatio
  • At least 2 years’ experience in managing staUnderstanding of project cycle management, including, management of petty cash, procurements, project accounts
  • Ability to prepare and deliver training
  • Ability to develop information and awareness materials
  • Ability to work with partners, civil society organizations, public and private services providers and public authorities
  • Ability to monitor progress against deadlines
  • EXPERIENCE TO TRANSLATE WRITTEN DOCUMENTS/VERBAL INFORMATION FROM ENGLISH INTO ARABIC AND VICE VERSA.
  • Ability to translate verbally from English to Arab and vice versa during meetings
  • Be computer literate (at least word, excel)
  • Excellent facilitation skills
  • Ability to foresee risks, to identify priority activities and adjust them as required.
  • Strong problem solving attitude
  • Autonomy in work
  • Diplomatic skills
  • Excellent communication skills essential to ensure cohesion with the other project staff, national and international actors
  • Sense of negotiation
  • Good knowledge of the Community Based Rehabilitation approach
  • Previous experience in management/team leader.
  • Previous experience working in Humanitarian field.

Initial contract will be for a period of 12 months (renewable based on mission status) , the position is based in Amman

Basic salary range for the position: 1073 JOD – 1510 JOD (salary commensurate with experience and according to internal salary grid).
