ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

The overall objective of WFP in Mozambique is to support the government in achieving the Sustainable Development Goal 2 (SDG2 – End hunger, achieve food security and improved nutrition and promote sustainable agriculture). Based on national development priorities, WFP Country Strategic Plan (2G CSP) 2022-2027 aims to support long-term recovery and resilience and contribute to addressing the underlying causes of food insecurity and malnutrition in Mozambique.
School feeding is increasingly recognized as a major investment in both human capital and in local economies which has accelerated country-led demand. It is seen as playing an important role not only in emergency contexts but also in social stability, peace-building and national development.
In Mozambique, the National School Feeding Program (PRONAE) was approved in 2013 by the Council of Ministers. The program aims to reduce in a sustainable way, the negative impact of food insecurity and malnutrition in the Education sector, namely school enrolment, school dropout, absenteeism and school failure. PRONAE is centered on three main pillars: (1) Improvement of nutritional and health status of students, (2) Food and nutrition education in schools and (3) Development of skills for agricultural and livestock production. Evidence suggests that well-designed school feeding programmes can promote macronutrient and micronutrient adequacy in children’s diets leading to enhanced nutrition and health, decreased morbidity, and increased learning capacities. Therefore, within the scope of strengthening the pillar (2) Food and nutrition education in schools; MINEDH with its implementing partner World Food Program (WFP) aim to strengthen the “Child Participation and Action in Nutrition (PCAAN)” approach developed and piloted in Tete Province whose impact was appreciated and considered feasible for its introduction even in a pilot way in more schools in the country.
This approach is centered on empowering primary school children in basic nutrition subjects by supporting them to learn and share nutrition and hygiene messages within the school and within the community, making them become ambassadors for good nutrition in the schools, families, communities and finally, influencing change.

Under the supervision of the Head of Field Office, and Co-Supervisor by the School Feeding deputy activity manager and Nutrition and HIV unit, the PA will perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience: Typically, 3 years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development, with working knowledge on Nutrition and Education and Social Protection/Social Assistance.

Knowledge & Skills:
• Sound experience in project management in a related field.
• Experience in project implementation and coordination among several teams.
• Strong analytical skills with the ability to analyze and interpret information and draw out the key messages.
• Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP.
• Good networking skills and capacity to build and maintain professional contacts
• Leadership skills and excellent interpersonal skill.
• Ability to lead and motivate.
• In-depth understanding of WFP program, objectives and strategic priorities.
• Willingness to travel extensively to the field
• Solid organizational skills including attention to detail and multitasking skills.

Languages: Fluency in Portuguese and English. Knowledge of local languages is highly desirable.

KEY ACCOUNTABILITIES (not all-inclusive,within delegated authority):

1. Perform specialized and/or standardized processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines;
2. Provide project management and/or general office support following established targets, WFP’s policies and procedures and MINEDH’s needs and activities;
3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, price monitoring, nutrition data analysis, resource utilization, programme status, performance) in order to support operational decision-making;
4. Perform accurate, timely recording of data within the specific technical area of work (e.g. school feeding, food and nutrition education and agricultural production) following corporate standards and guidelines;
5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities;
6. Support communication and activities with local partners, UN agencies, NGOs and government institutions;
7. Act as a point of contact for resolution of general operational queries requesting assistance where necessary for the specific field of activity.

OTHER SPECIFIC JOB REQUIREMENTS

1. Review and adapt nutrition education materials as per the guidance of WFP, MINEDH and MISAU to Government led Home-Grown School Feeding programme (PRONAE).
2. Provide guidance to SDEJT, DPE’s and MINEDH on any needed adaptations to the PRONAE nutrition education materials and its implementation.
3. Support SDJETs and schools in the implementation of the PRONAE nutrition education activities.
4. Support the adaptation of NutriSIM campaign to school environment including the necessary resource and budget and plan the expansion to other districts covered by the WFP-led Home-Grown School Feeding programme.
5. Develop a training plan for schools and conduct the training of trainers (ToT).
6. Conduct regular supervision and monitoring in all schools piloting the NutriSIM approach and provide feedback on field observations and needed improvements to schools.
7. Prepare reports of monitoring visits to be shared with WFP FOs, School feeding and Nutrition and HIV units, SDEJT, DPE and MINEDH.
8. Carry out reviews with concerned teams and adjust methodologies as required.
9. Manage the procurement of a graphic design company to conduct all the graphic design changes in the materials and the printing.
10. Perform any other tasks as needed.
