JOB PURPOSE

WFP is committed to step up the number and scale of its climate-related interventions to support adaptation efforts of vulnerable people and governments globally, focusing on food and nutrition security.

For Pakistan Country Office (CO) at this stage, the work of a specialized consultant is needed to: Develop the Full Proposal and all of its annexes for submission of Pakistan Country Office proposal to the Green Climate Fund (GCF) Secretariat, to support an international consultant and address any potential GCF comments on the submitted Full Proposal.

KEY ACCOUNTABILITIES (not all-inclusive)

Funding Proposal

• Support the design and development of community and stakeholder consultations to assess their vulnerabilities, capacities and needs in terms of climate change adaptation – discuss activities’ ideas – collect information on gender roles and specific vulnerabilities/needs – collect information on environmental and social risks in collaboration with gender and Environmental and Social Safeguards (ESS) experts. For this end:
– Undertake interviews and consultations to develop a better understanding of data inputs (climate change problem and context, theory of change, exit strategy and sustainability and proposed set of components, outputs and activities that lead to the expected Fund level impact and outcome results), budget requirements, operating modalities, and any tools to potentially be used in the project
– Participate remotely in consultations with government and other stakeholders where remote connections allow. Consultations with Government especially with Metrological department, Disaster Management Authority, Flood Forecasting Division etc would require a basic discussion on gaps and capacity and any metrological data that will then feed into full proposal
– Provide inputs to ensure that consultations fully assess community vulnerabilities, capacities and needs in terms of climate change adaptation, discuss activities’ ideas, collect information on gender roles and specific vulnerabilities/needs, collect information on environmental and social risks in collaboration with gender and ESS experts
• Together with main stakeholders and with support from CO/RB/HQ staff, outline and reach consensus on project implementation and management structure and mechanisms
• Support drafting of the full proposal using the results from the feasibility assessment, gender assessment and coordinating inputs from technical experts, gender and ESS experts and CO
• Support the international consultant with drafting of the proposal annexes with support and relevant inputs from CO/RB/HQ staff
• Provide/contribute with inputs to the stakeholders’ final validation workshop before submission of the proposal to the GCF
• Work closely with Ministry of Climate Change on their inputs and feedback and for the proposal No Objection Letter
• Support the international consultant in providing responses to GCF Secretariat comments and amend the proposal and annexes accordingly in coordination with CO/RB/HQ staff
• Be able to access the field (Buner and Shangla districts prioritized UCs) coordinate with government/communities at all levels and well versed with project/travel NOC modalities
• Any other tasks assigned as relevant

OTHER SPECIFIC JOB REQUIREMENTS

Specific deliverables will be defined for each proposal the consultant will work on:
-Note for Records for all meetings
-FDGs for the consultations
-Reports of all consultations and FDG analyzed information
-In close coordination with international consultant support the international consultant in the following:
-Pre Feasibility Assessment
-Full funding proposal
-Annexes to the GCF proposal which include:
-Feasibility study
-Project Theory of Change and logical framework
-Economic and/or financial analyses
-Detailed project budget
-Implementation timetable
-Log frame
-Risk assessment plus management
-Environmental and social risk assessment and management plan
-Summary of stakeholder consultations at national and local level
-Gender assessment and action plan
-Operations and maintenance plan
-Procurement plan
-Monitoring and evaluation plan

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree, or University degree with experience and training/courses in one or more of the following disciplines: climate change adaptation, environmental studies, agriculture and food security, development studies, economics, engineering, or related area.

Experience: 7 or 8 years of post-graduate, with 3 or more years of managerial level work job-related experience in food security, climate change adaptation, disaster risk reduction or related area.
* Experience in humanitarian aid and/or development project design.
Knowledge & Skills:
• Progressive experience in participating/managing food security/climate change adaptation projects is considered an asset.
• Proven experience and ability to draft project proposals for the Green Climate Fund, Adaptation Fund, and/or the Global Environment Facility.
• Familiarity with Green Climate Fund rules and regulations.
• Proven ability to coordinate across multiple stakeholders.
• Extensive, proven experience with community and stakeholders’ consultations.
• Excellent communication skills.
• Familiarity with WFP and the UN system will be regarded as an asset.
• Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook).

Languages: Proficiency in both oral and written communication skills in English & Urdu. Knowledge of Pashto is highly desirable.

ORGANIZATIONAL CONTEXT

This position is based in WFP Peshawar office and will work under the supervision of Programme Policy Officer with guidance from Head of Provincial Office, Pakistan Country Office, the Senior Advisor on Climate and DRR at WFP Regional Bureau Bangkok (RBB), and the oversight of the WFP Climate Finance Team in HQ and the international consultant.

WFP is fully aware of the impact that the climate emergency is currently having on achieving Zero Hunger by 2030 (SDG 2). Findings from the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) indicate that climate change could increase the risk of hunger and malnutrition by up to 20 percent by 2050, and its impacts will be felt disproportionately on the most food insecure and vulnerable.

WFP in consultation with the Ministry of Climate Change (MOCC) and the Provincial Government Khyber Pakhtunkhwa developed a project concept note on Integrated Climate Risk Management for strengthened resilience to climate change in districts of Khyber Pakhtunkhwa Province which was submitted to the Green Climate Fund (GCF). The proposed interventions include a) improved capacities for forecast-based early planning and action and b) improved climate resilience at the household and community level through diversified livelihoods and sustainable finance. WFP is now preparing a series of consultations with key stakeholders based on feedback received from the GCF on the project concept note.
