BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Syria CO is progressively expanding the use of cash-based transfer (CBT) to reach beneficiaries. Due to the expansion of the CBT’s portfolio, it is critical for the CO to ensure that internal controls and the CBT assurance framework are in place in order to ensure that the right people are receiving the right
CBT benefits at the right time. WFP must ensure that it has the capacity needed to match the expanding CBT portfolio, including the use of digital systems and services to enable the office to implement assurance measures and other good practices across the cash transfer cycle.
The purpose of the assignment is to provide analytics and contributions to CBT activities and contribute to the planning and coordination of field operations to ensure an effective and integrated CBT approach meets the essential needs of beneficiaries and ensures that appropriate risk mitigation measures and
standards are implemented throughout the programme cycle.
The position holder will report to the CBT Assurance consultant.
KEY ACCOUNTABILITIES (not all-inclusive)
- Support the formulation and implementation of corporate CBT strategies, plans, business models, and solutions to meet operational requirements.
- Contribute to ensuring compliance with the established CBT strategies, policies, procedures, and controls, and assist in implementing corporate standards, with special emphasis on programme assurance, quality, and impact.
- Act as the first line of contact for CBT business data reconciliation and reporting, escalating issues as appropriate.
- Contribute to designing and reviewing the CBT implementation setup, in particular regarding data flows for the different CBT delivery mechanisms and to ensure an audit trail for different actions linked to CBT delivery.
- Support business units in the development of reporting, analysis, and performance metrics which allow the business to align and track business goals and drive innovation, insight, and decision making.
- Compile, clean, organize and analyze relevant CBT data and generate useful conclusions, trends, and actionable recommendations for the different business units. This includes but is not limited to regular analysis of beneficiary lists and databases as well as transaction records to identify potential duplicate records or other issues or anomalies to trigger further review or fraud investigations.
- Build and maintain business intelligence dashboards, analytic reports, and data visualizations using Tableau and other reporting tools.
- Contribute to delivery systems setup, including data gathering for the creation and review of beneficiaries’ payment lists, creation and distribution of payment instruments, and liaison with service providers, partners, and other WFP stakeholders for optimal management.
- Support beneficiary selection, registration, and verification in coordination with IT unit. Apply related assurance control, and support training to staff and CP.
- Write SQL queries and python scripts and use SQL tools to clean and customize data for specific purposes, ensuring data accuracy.
- Take active steps to increase understanding of WFP’s business environment, priorities, and processes which are influenced by data.
- Maintain a collaborative relationship with the ICT and Digital Assistance units.
- Perform other tasks as required.
STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced University degree in Computer Science/engineering, Economics/Statistics or Information Management, or First University degree with First University Degree with additional years of related work experience.
Experience:
With an Advanced University Degree: At least 1 year of responsible post graduate relevant professional experience in IT projects or emergency assistance in the related field, in addition to proven experience in system development for humanitarian purposes, programme implementation, and/or money transfer operations, and commercial transactions.
With a First University Degree: At least 3 years of responsible post graduate relevant professional experience in IT projects or emergency assistance in the related field, in addition to proven experience in system development for humanitarian purposes, programme implementation, and/or money transfer operations, and commercial transactions.
Language: Fluency in both oral and written communication in Arabic and in English.
SKILLS AND KNOWLEDGE
- Experience in CBT operations including coordination with internal and external stakeholders.
- Experience in conducting analytical and conceptual work in support of strategy design and implementation of CBT operations.
- Experience working with large data sets and summarizing data for business.
- Familiarity with data warehousing and business intelligence concepts.
- Data storing and retrieving skills.
- Experience using visualization tools (e.g. Tableau) and building dashboards.
- Advanced SQL skills. Knowledge/Familiarity with Python or R.
- Familiarity with various ETL tools is desirable.
- Experience with cloud computing and/or Amazon Web Services is a plus.
- Client orientation and problem-solving – ability to capture requirements and translate them into solutions and insights.
- Excellent written and oral communication skills, including the ability to communicate across business functions.
- Mature judgment and experience in working in a multicultural environment.
