BACKGROUND AND PURPOSE OF THE ASSIGNMENT
Contribution Accounting and Donor Financial Reporting Branch (FINC) of the Finance Division is responsible for ensuring accountability to donors on the utilization of contributions and supporting financial management through the accounting for contributions, project analysis, and reporting.
The objectives of the Branch are to (i) ensure timely and accurate reporting to donors, (ii) improve financial management in accounting for contributions, income, and expenditures, and (iii) support the financial management of projects.
With increased complexity in donor financial reporting, the Branch requires temporary support in the form of a consultant to augment its current capacity, in particular in the area of specialized financial reporting with a possibility of a new stream to be established.
ACCOUNTABILITIES / RESPONSIBILITIES
What you will do:
- Prepare specialized donor financial reports in compliance with donor’s agreements, including financial analysis. Such role includes but not limited to dialogue with Country Offices/ Regional Bureau/ HQ functional units on procedural, compliance, and process guidance.
- Oversee contribution receivables of relevant grants including cash posing, clearances, other accounting adjustments of receivables, and related matters.
- Ensure issuance and submission of specialized donor financial reports in an accurate and timely manner, with due reconciliation of financial information from WFP systems: WINGS, BO, COMET, and others.
- If applicable, support verification missions by providing necessary information to the relevant parties.
- Empower Country Offices through the development and update of donor-specific guidelines, cross-functional collaboration on identifying technical/system solutions to address non-standard reporting requirements.
- Participate in a discussion with relevant HQ units/ Country Offices when negotiating contributions subject to specialized donor financial reporting.
- Respond to queries and provide financial information such as grant utilization and analysis to support decisions on grant reprogramming or refinancing when necessary.
- Facilitate management of unspent balances from closing /expiring grants.
- Proceed with refunds of unspent balance in line with donor conditions in a timely and accurate manner.
- Provide input and process to manage standard and specialized report contribution and reporting for automation to enhance the contribution management and donor financial reporting business process.
- Participate in testing if any system change, development, or enhancement and contribute to improved efficiency in the business process.
- Perform any other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT
Ensure accuracy and timely delivery in all tasks performed; produces organized, accurate, and well-documented records conforming to required format with well-analyzed data.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
Advanced University degree in Finance, Business Administration, Accounting, or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an internationally recognized professional accountancy body such as the Associated of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.
Experience:
- At least three (3) years professional experience in working in the finance or resource management function, preferably in the field, in a humanitarian institution.
- Experience in the preparation of donor financial reports is an advantage.
Knowledge and Skills:
- Ability to review a variety of data, identify data discrepancies
- Scrutiny in the preparation of reports; good Excel and data processing skills
- Accounting and/or finance-related working experience.
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
