How can you make a difference?

The WASH Officer at NOB level provides technical and operational support for the design, planning and implementation of WASH and climate related behavior change and improved practices, in support to the humanitarian development transition and strengthening of the social cohesion component of the programme. Specific responsibilities are highlighted below:

Strategy design for improved WASH and climate related behaviors and practices.

  • Conduct a systematic analysis of the social, communication, cultural, economic and political issues in Jordan to enhance evidence-based information for developing and planning of the social behavior and practices component of the UNICEF WASH Programme.
  • Lead the development of a harmonized strategy for awareness raising, community engagement, and behavior change towards WASH and climate related practices to ensure optimum impact, scale and sustainability of achievements/results. Such strategy should include actions both at refugee camps and host communities, covering actions by household and institutions for improved hygiene, water conservation, WASH services ownership and appropriate use, and strengthened relationship towards service providers.
  • Identify and/or recommend specific areas for UNICEF’s support for improved WASH and climate related practices at community and institutional level; and support the development of related annual work plan outputs, activities and priorities.

Programme implementation, monitoring and delivery of results

  • Provide technical support throughout all stages of programming processes by developing and managing a variety of implementation
  • arrangements (partnerships, contracts, others) for actions related to WASH and climate behavior change and improved practices, including preparation of materials and documentation, performing administrative and financial transactions, complying with organizational processes and management systems, to support progress towards the WASH and climate related outcome and output results.
  • Support the development of a monitoring framework and tools for activities, outputs and results on community engagement, social cohesion and WASH and climate behaviour change related interventions supported by UNICEF both at refugee camp and host communities, including institutions.
  • Identify and share information on implementation issues, provide solutions on routine programme implementation and alert
    appropriate officials and stakeholders for higher-level interventions and/or decisions
  • Prepare progress reports / provide inputs on the accomplishments, bottlenecks and lessons learnt for overall WASH section reports to management, donors and partners. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • In consultation and coordination with internal and external partners, and in line with the designed strategies, lead the formulation, production and testing of materials to organize behaviour change and community mobilization activities at community and institutional levels, to ensure the engagement and participation of key audiences and maximum outreach and impact on behavior and social change towards improved WASH and climate related practices.
  • Monitor and report on the use of sectoral programme resources (financial, administrative, and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management and / or stakeholders

Advocacy, coordination and partnership building

  • Support the design and rollout of advocacy and communication initiatives, activities and materials related to WASH and climate awareness, including advocacy to Government, donors and other relevant stakeholders, as well as community mobilization and engagement, in line with UNICEF Jordan WASH and climate advocacy priorities.
  • Support coordination across WASH partners in related for a for issues related to WASH and climate behavior and practices and social cohesion; and represent UNICEF WASH programme as necessary.
  • Build and sustain close working partnerships with Government counterparts and other sector partners (NGOs, UN, etc.), and provide technical and operational support for the adaptation and implementation of WASH and climate related behaviors and practices strategy.
  • As part of the overall fundraising and advocacy activities, support the development of materials to promote awareness, establish partnerships and support fundraising on issues related to WASH and climate behavior change and practices

Innovation, knowledge management and capacity building

  • Support the development and implementation of capacity building initiatives, including partnerships, to enhance the capacities of partners and stakeholders on issues related to WASH and climate related improved behaviors and practices.
  • Support the identification and documentation of best practices and innovative approaches related to WASH and climate behavior change and improved practices from UNICEF previous experience to support programme refinement and overall sector development and support their dissemination across Government and WASH partners in Jordan and externally.

Humanitarian WASH preparedness and response

  • As required, support UNICEF Jordan and WASH section in the planning and implementation of humanitarian related interventions to cover WASH related emergency needs, including development and management of implementation arrangements specific to the emergency response.

To qualify as an advocate for every child you will have…

  • Education: University degree in one of the following: social and behavioral science, environmental public health, sociology, anthropology or another relevant technical field, including civil and sanitary engineering with demonstrated experience in social behavior change communication, community mobilization and the use of participatory approaches.
  • Experience: A minimum of 2 years’ experience in social behavior change communication and other related fields, including working at community and institutional level. Demonstrated experience working on public health, health promotion, community engagement and development, education, etc. Demonstrated skills and experience in programme planning, implementation and monitoring. Demonstrated experience in effective management of partnerships and contracts Demonstrated experience of working in partnership with Government, WASH related public utilities and NGO partners at the local level. Experience working in the UN or other international development organization an asset.
  • Language: Fluency in written and oral English and Arabic is required.
