Qualifications and specialist knowledge
Formal Qualifications
- BA in finance, business administration, recognized commercial diploma in business administration or related fields
Professional experience
- 5 years of professional experience in a comparable position
- At least 1 year’s professional experience with GIZ in a comparable position is a plus
Other knowledge, additional competences
- Sufficient knowledge of procurement and tendering issues
- Sufficient knowledge of financial management, bookkeeping, controlling
- Knowledge/experience with Cost-Output-Monitoring (KOMP) would be an asset
- Excellent communication and cooperation skills
- Team player/ability to cooperate with others
- Dedication/commitment, reliable
- Very good working knowledge of IT and computer applications, in particular MS Office,. MS Teams and MS Outlook
- Language skills: Fluent spoken and written skills in English and Arabic, German is a plus
Core tasks
Cluster position to support various projects of the “Good Governance” Cluster.
In your role, you work on all job orders within your remit and are the main contact for advising managers and other staff members on administrative and financial issues. You ensure that the commercial, organizational and administrative tasks are dealt with correctly and on schedule, in line with the specified objective, and with due regard for the legal, contractual, and internal requirements and procedures.
You clearly communicate the relevant requirements, conditions, and restrictions in terms of your capacity to act. You deal with specialist matters associated with the processing of offers and commissions, finance, cost monitoring, IT, and HR, and perform all the related organizational and administrative tasks.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You ensure seamless cooperation between all internal and external stakeholders involved in the area of responsibility and in ensuring the flow of information. You independently refer matters to other units as required and ensure that all processes run smoothly.
You are involved in ongoing process development within your remit, are responsible for knowledge management, and prepare and share documentation.
You perform the tasks assigned to you by your line manager, where required.
Main activities
The position holder is responsible for the following:
- Management and quality control of the projects’ administrative, financial, and commercial processes
- Management and processing of monthly accounting, incl. processing of invoices
- Monitoring of costs, expenses and demands of the project plan and in particular monitoring of the costs per output (KOMP)
- Supporting the team on commercial, administrative and financial issues and their implementation
- Preparing contracts with local individuals as well as consulting firms up to the EU threshold in accordance with GIZ rules and conditions
- Handles procurement of goods and materials
- Handles event management and workshop organization
- Supports in the preparation and monitoring of financial agreements with partner organizations
- Ensuring compliance with file management in GIZ's document management system and in paper form
