The Jordan Water Efficiency and Conservation Activity (WEC) funded by USAID/Jordan and implemented by Tetra Tech ARD (http://www.tetratech.com/intdev) is currently accepting expressions of interest for qualified candidates to fill various positions. The purpose of the WEC Activity is to increase water use efficiency and conservation in Jordan by applying commercial incentives to the agriculture, industrial, and the municipal sectors and strengthening the Government of Jordan (GOJ) governance over irrigated agriculture.
Policy & Land Use Planning Specialist – based in Amman with frequent visits to WEC field activities
Under the supervision of the Governance & Water Demand Director, to whom he/she will report, the Policy & Land Use Planning Specialist will have the following responsibilities:
Leads activities to support GoJ with the design of policy and reg ulatory incentives and improvements in agricultural land use planning implementation. Provides technical support to strengthen GoJ long-term capacity to measure the effectiveness of policy and regulatory tools on water use. Facilitates inter-ministerial collaboration to improve water conservation and agricultural land use planning including regular meetings with all stakeholders to develop and maintain positive working relations. Supports linking agricultural land use planning with farming and water resources. Supervises the design and implementation of the Water Accounting System which WEC is developing with its partners. Ensures compliance, monitoring and enforcement systems for agricultural land use permits with safeguards to balance water conservation and development objectives. Performs other tasks as appropriate and as determined by the Governance and Water Demand Director (G&WD Director).
Minimum Qualifications:
Education/Experience:
- Bachelor’s degree or equivalent in agricultural or civil engineering, water management, natural resources management, business administration, or another related field with a minimum of 8 years of work experience.
- A Master's degree or equivalent with a minimum of 6 years of work experience is preferred.
- Experience in land use planning is preferred.
- Demonstrate a deep understanding of governance and planning principles.
- Demonstrate ability to use ArcGIS, or similar programs.
- Knowledgeable of Jordan’s water sector governance framework, policies, and regulations.

General Qualifications:
- Must be computer literate (in Microsoft Office applications such as Excel, Word, PowerPoint, etc.).
- Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
- Ability to work individually and as part of a team. Must also be able to work effectively in a team environment.
- Professional fluency in English and Arabic is required for verbal and written communication.
- Experience delivering services in Jordan, working successfully within a team environment.
