Appraisal, Monitoring and Evaluation (AME) Assistant

Under the line management of the Country Senior AME Officer, the Amman-based Appraisal, Monitoring and Evaluation Assistant is responsible for the implementation of monitoring and evaluation (M&E) systems that are in line with ACTED’s procedures, and contributes to ensuring that ACTED’s projects and programs perform as planned. Specifically, the Amman-based AME Assistant supports 3 projects in Amman/ Central Jordan area with beneficiary selection verification, assessments through quantitative and qualitative methods, reporting, as well as operating the accountability and feedback mechanism for beneficiaries (phone hotline). This role involves close collaboration with the respective project teams for communication and resolution of feedback and recommendations. The AME Assistant is expected to complete tasks per the workplan set up by the Country Senior AME Officer and to flag any bottlenecks or quality issues with the projects she or he is responsible to monitor.

Objectives

  1. Implement solid monitoring systems and mechanisms that are in line with ACTED procedures and deliver effective research/outputs in a way to inform timely decision making and the adoption of sound corrective measures.
  2. Ensure lessons learnt and best practices are discoursed and documented internally.
  3. Contribute to the effective functioning of beneficiary complaints and response mechanism and enhance the trust and confidence of beneficiaries, identify areas of our work which need to be improved and ensure that ACTED learns from the feedback provided through this process.

4. Ensure the operations and delivery of AME functions through effective implementation of workplan.

Duties and Responsibilities

1. Appraisal, Monitoring and Evaluation Systems

1.1. Technical and Systems Development

a) Contribute to the updating of the AME work plan and AME frameworks for respective ongoing projects;

b) Ensure that AME findings are reflected and their recommendations are incorporated in future and current implementation plans;

c) Implement the AME policies and procedures as described in the ACTED standard guidelines and make sure that the tools are followed as applicable;

d) Contribute to an effective roll-out of M&E collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed.

1.2. AME Implementation

a) Implement the specific ToRs and mission plans by carrying out assessments, monitoring and evaluations (baselines, mid-terms, endlines);

b) Oversee the implementation of appropriate data collection and analysis instruments, methodologies (e.g. survey questionnaires, focus group discussions, key-informant interviews) and information dissemination plans;

c) Supervise data collection activities and ensure that data collection teams (enumerators when relevant) are organized and resourced as needed, and that they deliver as per field mission plans and according to data quality standards;

d) Maintain electronic and/or paper-based databases for tracking and reporting all quantitative data and information including reporting on ACTED’s global strategic program indicators (“GREAT”);

e) Analyze data and produce reports or factsheets with useful statistical analysis and presentation (charts, tables, histograms, box plots) as necessary in a timely manner;

f) Measure and report on qualitative and quantitative input, process, output, outcome, impact, objective, and goal-level performance indicators for all projects;

g) Follow-up on project-level AME frameworks and report on indicators at risk if any, for each assigned project.

h) Provide data to the Project Development Team for use in preparation of reports to donors and other stakeholders, as required;

i) Contribute to providing AME related capacity building and awareness to implementing partners and other institutions supported by ACTED as appropriate;

j) Represent ACTED in different forums on AME related issues if required.

2. Learning

a) Contribute to proactive dissemination and use of knowledge gained through AME activities among Project Managers, Coordination, Technical Coordinators and Project Development team internally;

b) Contribute to capturing best practices and lessons learnt when a project closes or as required;

c) Document and share the lessons learnt and best practices on time and ensure that the knowledge gained contributes to the improvement of projects and influence the strategic development of future projects and activities;

d) Support project implementation and improvement by providing timely information around project successes to be scaled up as well as challenges to allow ‘course correction’.

3. Beneficiary Complaints and Response Mechanism

3.1. Contribution to the Beneficiary CRM

a) Contributing to the implementation of the beneficiary Complaints and Response Mechanism (CRM) for the assigned projects in line with ACTED standard procedures;

b) Contribute to ensuring the effective functioning of the beneficiary CRM and that beneficiary complaints/feedback is adequately captured, analyzed, addressed and responded to in a timely manner and utilized by the program and coordination teams;

c) Contribute to the updating of the CRM central database;

e) Build capacity and understanding among ACTED staff, partners and contractors on beneficiary accountability and CRM.

4. Management (if applicable)

a) When applicable, oversee Enumerators recruited for a specific data collection by following-up on the work plans and day-to-day activities.

5. Other

a) Provide regular and timely updates on progress and challenges to supervisor and other team members;

b) Perform any other related activities as assigned by immediate supervisor.

Skills

– Arabic native speaker

– (Very) Good English written and verbal communication skills

– University Degree is preferable

– (Very good) Proficiency in Excel software required; Excel Certification is an asset

– Proficiency with KOBO desirable

– Specialisation or certification in M&E desirable

– Prior experience in M&E position highly desirable

– Prior experience in NGO and/or an organisation operating in humanitarian or development activities is an asset

– Good analytical skills and interpersonal communication skills, including conflict management necessary

– Knowledge of and practical experience in implementing field-based data collection methods required

– Understanding of and experience with quantitative and qualitative research methods desirable

– Knowledge of and practical experience in data cleaning and data analysis highly desired

– Knowledge of and, if possible, practical experience in report writing desirable

– Experience in working in close contact with vulnerable community members and groups highly desirable
