JOB TITLE & POSITION:

Senior Human Resources Officer

LOCATION:

Amman, Jordan

FULL / PART TIME:

100%, working five days each week

REPORTING TO:

Human Resources Manager

OVERALL PURPOSE:

Working as an important member of a diverse team who are committed to serve the world’s most vulnerable. Senior HR officer supports many of the HR activities of the programme. On a day-to-day basis the Senior HR officer carries out a variety of HR functions required to ensure all HR needs of the programme are met. All activities are carried out in line with Medair policies and procedures and according to any applicable donor, HQ, field or government guidelines.

PROJECT OVERVIEW:

In Jordan, approximately 85% of Syrian refugees are living in host communities and informal tented settlements where they are renting accommodation and trying to survive without the level of services offered in formal camp settings. Medair is working to help support host communities and refugee families who are not living in camps through providing cash, NFI, shelter, health and nutrition support to meet essential needs of the most vulnerable and increase their protection and resilience.

FUNCTIONAL LINKS

Internal: All Medair Jordan national and international staff

External: Government authorities, other NGOs, and legal advisor.

Duties:

HR Policies and Procedures

  • Advise staff and line managers on the HR policies and Procedures when needed.
  • Support the HR Manager in drafting, rolling out, evaluating, and revising HR policies and procedures.
  • Deliver refresher sessions to advise staff on the HR policies and procedures to raise their awareness of following the internal regulations.
  • Assist the HR Manager in understanding the need for developing HR policies and procedures; by sharing recommendations or attending related meetings.

Recruitment

  • Oversee the entire recruitment process following to Medair’ recruitment policies and procedures.
  • Lead recruitment processes in coordination with hiring managers.
  • Advise staff and hiring managers on the related policies and procedures.
  • Maintain updated and accurate recruitment tracker, records, and documentation.
  • Support the HR Manager in identifying the hiring needs within the organization.
  • Represent HR in interviewing candidates ensuring objectivity and unbiased recruitment process.
  • Promoting the company's reputation and attractiveness as a good employment opportunity.

Training and Development

  • Plan, organize and conduct HR refreshers to advise staff on the internal regulations.
  • Support the HR Manager in analysing the training needs, developing, delivering, and evaluating the training courses.
  • Maintain updated training and development trackers, records, and documentation.
  • Support the HR Manager in offering and communicating various training opportunities match our staff’ objectives from internal and external providers.
  • Communicate with the external training providers to deliver our training needs and output expectations.
  • Support the HR Manager to plan and follow up on the annual training calendar.
  • Deliver the HR presentation as part of the induction for new staff.

Performance Management

  • Advise staff and line managers on Medair’ performance management policy and procedures.
  • Guiding staff and line managers on conducting proper and effective performance reviews.
  • Support line managers on setting SMART objectives, indicators, reasonable time frame and action plans.
  • Track and record all performance reviews on the estimated time for submission.
  • Assist line manager and staff to have clear performance evaluation by the end of probation period for new joiners.

Grievances and staff complaints

  • Advise staff and line managers on the grievance policy as needed.
  • Handle internal staff complaints in compliance with the related policies and procedures.
  • Participate in internal investigation as requested by the HR Manager.
  • Maintain updated records and documentation for internal complaints.
  • Maintain confidentiality while handling with internal complaints.

Other HR tasks

  • Conducting regular updates for the organization chart.
  • Support the HR Manager in managing the Internship and Volunteers programmes, contracts, and employment.
  • Contribute to promote healthy work environment thru engaging in several staff care and engagement activities.
  • Support the HR team in requesting work visas and permits for International Staff.
  • Support the HR team in managing the contract renewal process.
  • Supporting the HR team in staff files’ documentation.
  • Handling the clearance process and conducting the exit interview when needed.

Person specification

QUALIFICATION / EXPERIENCE:

Qualification

ESSENTIAL:

  • Bachelor’s Degree in human resources or any related field.
  • Excellent communication, interpersonal skills, and cross-cultural understanding.

DESIRABLE:

  • University degree in HR or other relevant fields.
  • Good presentation skills.

Work experience

ESSENTIAL:

  • The ideal candidate should have at least 5 years’ experience in HR with at least 1-2 years of working as Senior Officer.
  • Knowledge of Jordan Labour law and other relevant legislation.

DESIRABLE:

  • Previous work experience in NGOs.

Languages

ESSENTIAL:

  • Excellent Arabic.
  • Excellent English in writing, reading and spoken.

IT

ESSENTIAL:

  • Fluency in Windows, MS Word, and Excel.

DESIRABLE:

  • Database knowledge, Power Point.

Contract duration:

  • 6 months – renewal is subject to fund and performance review.
