ABOUT LOGISTICS CLUSTER
The Global Logistics Cluster (GLC) is part of the humanitarian architecture of the Inter Agency Standing Committee (IASC), together with other 10 global clusters. It is led by WFP and it is about enhancing cooperation and partnerships in the Logistics sector. The GLC works directly with its partners and stakeholders to coordinate the logistics response during a humanitarian crisis. Its partners and stakeholders include international NGOs, the Red Cross and Red Crescent Movement, other UN organizations, Governments, academia and Donors. The GLC was formally endorsed by the Inter Agency Standing Committee (IASC) on the 15 December 2010.
The Global Logistics Cluster Support Team (GLCST) contributes to the implementation of the IASC Reference Module for Cluster Coordination at country level in line with the WFP Executive Director Directive on "WFP Leadership in IASC Clusters". The Cluster approach is about enhancing cooperation and partnerships in the logistics sector.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. Due to its expertise in the field of humanitarian logistics, WFP was chosen to be the lead agency for the Logistics Cluster and maintains a Global Logistics Cluster (GLC) support unit hosted by the Supply Division in WFP Headquarters in Rome.
Comprised of a diverse, multi-skilled group of logisticians, the Logistics Cluster is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters. The GLCSC is also tasked with: advocacy on behalf of the cluster approach, training, preparedness, and the development of new tools and resources to benefit emergency humanitarian response operations.
The Logistics Cluster Training Programme aims to enhance the capacity of deployed staff and of the wider humanitarian community, in order to increase the efficiency of humanitarian logistics operations. Position Summary
As a member of the Global Logistics Cluster Support Team (and together with the Global Cluster Lead Agency), Regional Field Support Logistics Cluster Officers are assigned to regional desks or groups of countries where the humanitarian community, together with the local government, have requested some support to implement partially or fully the core functions of the cluster approach at country level. The Regional Field Support Logistics Cluster Officers support, participate and in some instance may oversee global events.
The Regional Field Support Logistics Cluster Officer advises and provides guidance to the coordination cells, supports the Country Office reviewed strategy, and may provide surge capacity to on-set activities in-country.
The Regional Field Support Logistics Cluster Officer contributes to fostering, developing and maintaining partnerships, and therefore, strengthening the community of the Logistics Cluster partners.

ACCOUNTABILITIES/RESPONSIBILITIES:

Lead the planning, execution, support, and monitoring activities of the GLC field preparedness project at regional and country level. This includes implementation and desk support.

Provide strategic support to plan, organize, and facilitate dedicated workshops and trainings.

Coordinate post-closure country activities related to GLC preparedness, including reporting on achievements (metrics) and impact.

Support the identification and design of Logistics Cluster Trainings.

Delivery of Logistics Cluster Trainings.

Act as Subject Matter Expert (SME) for any training related tasks to be delivered in languages used in the active projects country.

Where required, support ongoing and sudden-onset emergency response activities (desk support) or through field deployments at country-level (surge support)

Lead the implementation of new Logistics Cluster Strategy at regional and global level.

Provide advice on Humanitarian Response Planning, Humanitarian Needs Overview, Inter-Cluster Coordination, and other strategic planning products. Actively support project design for operations assigned, including CSP and Budget Revisions.

Design, contribute and drive the information exchange between stakeholders both at country and regional levels (WFP, partners at global level, private sector) and with the field.

Contribute to the definition of the logistics strategy within the GLC policies and procedures and support effective integration of Logistics Cluster operations and services, including coordination with other organizations.

Education:
A university degree in Supply Chain Management, Humanitarian Project Management and related field or equivalent relevant experience.
Experience:
You have at least 8 years of professional experience in humanitarian project/programme implementation. Out of which:

at least 4 years professional experience in project/programme coordination and management, including serving in a supervisory role
-
at least 2 in emergency response operations (natural disaster and/or complex emergency) and/or preparedness projects
-
at least 1 year in supply chain and/or logistics operations (land transport, international shipping or air transport, warehouse management, freight forwarding, etc).

at least 1 year serving as a desk support in Headquarters or Regional Office
KNOWLEDGE AND SKILLS
Understanding of the international humanitarian response co-ordination mechanisms, Humanitarian Reform and humanitarian action, and its funding mechanisms.
Ability to analyse/evaluate data and translate into useful information management products to enable decision making
Partnership and service mindset, integrity, result oriented, proactive engagement, gender and culturally sensitive.
High-level coordination skills, ability to work within a diverse group, build/develop consensus and deliver on joint outputs.
Proved ability to work productively in high-pressure environments, to motivate a team, maintain morale and deliver on objectives as per workplan.
Promote climate of teamwork, learning of colleagues and facilitate team approach.
Ability to meet deadlines and work under pressure, together with flexibility to respond to peaks in activity;
Willingness to travel (extensively) to any region and country worldwide, with extensive working hours at times (including weekends).
