BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Making progress towards a Zero Hunger world requires the translation of WFP’s Strategic Plan (2022-2025) into programmes and activities at country level. WFP is committed to improving performance through strengthening its evidence base and promoting a culture of using data for better programmatic decisions and accountability.
Research, Assessment and Monitoring (RAM) is a division in the Programme and Policy Department (PD) which supports policy and strategic development.
These critical services provide the foundation for effective programme implementation, from targeting vulnerable locations, identifying trends in poverty and food insecurity, measuring the results and performance of WFP’s assistance, to enabling adjustments throughout the programme cycle.
A part of RAM’s work includes ensuring Country Offices (COs) have a system in place to efficiently report on and escalate issues in food assistance programme implementation that require immediate corrective actions.
The RAM Field Monitoring Unit (RAM-M) in partnership with the Emergencies and Transitions Service (PROP) is seeking a Process Monitoring Technical Officer to design, implement and roll-out a digital escalation system.

ACCOUNTABITLITIES / RESPONSIBILITIES:

Based in RAM-M, the Process Monitoring Technical Officer will support RAM’s and PROP's strategic priorities, with a focus on standardization of escalation systems for monitoring. The Process Monitoring Technical Officer will work under the supervision of the Head of RAM-M and under the direct guidance of the RAM-M Project Manager, in direct collaboration with PROP and the Technology Division (TEC).
In line with the overall “Standardization of escalation systems for process monitoring” project, the expected tasks and deliverables are as follows:

Area 1. System design and implementation

  • Understand end-user needs, finalize digital programme requirements for effective operation of the digital escalation system and translate these into business requirements;
  • Develop a user-friendly standard in-take form (for findings documentation), ensuring alignment with COs' information needs, Community Feedback Mechanism (CFM), and standard monitoring guidance;
  • Work closely with vendors to configure and manage testing of the in-take form ; and
  • Support the development of application programming interfaces (API) for monitoring, aligned with CFM in consolations with PROP and TEC;

Area 2. Roll out and change management

  • Support in determining activities for the successful delivery, roll-out, governance, and maintenance of the digital escalation system;
  • Coordinate with Regional Bureaux to select pilot COs and develop a roll-out plan for the pilot;
  • Work with PROP and TEC to track license needs and support provision of licenses to pilot COs;
  • Manage piloting of the escalation system for monitoring in selected COs;
  • Provide roll-out and adoption oversight including change management activities as required, and organising support and end-user training for the digital escalation system;

Area 3. Development of guidance note and other tasks

  • Support in the development and finalization of the Escalation Systems for Process Monitoring guidance;
  • Keep track of metrics and key performance indicators of the digital escalation system, where applicable;
  • Support RAM-M Project Manager in ensuring the escalation system is linked to other RAM Information Management Ecosystems;
  • Lead the development and dissemination of communication materials on digital escalation system roll-out; and
  • Other technical support to RAM-M upon demand.

DELIVERABLES AT THE END OF THE CONTRACT:

The key outputs of the consultant are expected to be:

  • In-take form, API and configuration.
  • COs supported with standardization of escalation systems for process monitoring.
  • Technical trainings and support provided.
  • Digital escalation system rolled out in pilot COs.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in computer science, software engineering, information sciences, Economics, Food Security, Statistics, Data Science, Social Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • At least five years of relevant professional work experience in international development and/or humanitarian work or research relating to these.
  • Experience with additional programming languages a plus.
  • Experience designing and leading system development or monitoring activities in countries, including collecting food and nutrition security data, conducting quantitative and qualitative analyses and reporting findings to senior management.

KNOWLEDGE AND SKILLS:

  • Technical fluency in the use of basic tools for the management of data (Microsoft Office Suite, Tableau) required
  • Familiarity with Commercial-of-the-Shelf or custom tools for the centralised management of customer feedback/escalation systems (CRM) required.
  • In-depth knowledge and proficiency with product management, product backlog management (analyse, create, refine, and prioritise product backlog items), software design & development methodologies required.
  • Experience using mobile data collection software (e.g. ODK) is considered advantage.
  • Advanced quantitative and qualitative analytical skills, including ability to analyse data.
  • Ability to work with relevant tools to visualize data and develop and share quality reports.
  • Knowledge in the area of monitoring and evaluation is considered an advantage.
  • Ability to deliver results through efficient planning and organizing activities.
  • Ability to effectively communicate orally and in writing.
  • Ability to work in a team and maintain effective work relationships.
  • Willingness to build capacity of WFP and partner staff through formal and informal training processes, including developing documentation and training materials.
Languages:
  • Fluency (level C) in both spoken and written English.
  • Intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is considered an advantage.
