NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

The purpose of the logistics technical assistant position is the following:

Assets:

  • Assisting and performing assets physical checks
  • Handling the check-in/out forms and preparation of new staff assets
  • Assets maintenance and supporting field office assets loss and damage reports preparation
  • Keeping registries up to date

Procurement:

  • Handling Amman and Idlib offices’ small procurement (up to 3 quotation processes)
  • Supporting Logistics Technical Officer in the conduction of market surveys
  • Filing and scanning documents (hard copies and soft copies)
  • Assisting the Logistics Technical Officer in preparing tender documents and doing the required data entry
  • Running and performing the suppliers’ vetting

Partners:

  • Support the review of the monthly financial report received from the partners and follow up with the Logistics Technical Officers

Generic responsibilities

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist a range of support with the implementation of the CC portfolio according to the plan of action
  3. Implements independently procedures and activities within own function or core competency as delegated
  4. Responsible for organizing and delivery of tasks in line with priorities and standards
  5. Develop and maintain knowledge of the specific area of work in which technical assistance and support are being provided, in order to be most effective in supporting the team
  6. Use initiative in day-to-day problem solving in line with agreed procedures, priorities, and standards for the area of work
  7. Prepare and develop status reports as required by management
  8. Ensure proper filing of documents
  9. Promote and share ideas for improvement in the area of expertise

Specific responsibilities

  1. Support the Logistics Technical Officer in reviewing the monthly financial reports for NRC implementing partners
  2. Archiving, monitoring, tracking, and following up on NRC’s Implementing Partners asset registries and records under the direct supervisor of the Logistics Technical Officer
  3. Conduct/Support on Asset and inventory physical counts under the direct supervisor of the Logistics Technical Officer in addition to the management of assets in the Area Office
  4. Support ensuring all the Logistics and procurement documents are filed as per SSD policy
  5. Monitoring and updating the purchase request and payments tracking sheet; and issuance of payment documents to the Finance department
  6. Act as the Focal Point for Amman-based procurement, under the supervision of the Logistics Technical Officer
  7. Conduct vetting checks when required for all procurement
  8. Provide support to the Logistics Technical Officers when required; such as but not limited to assisting in the preparation of tender documents and assisting in the translation of the procurement documents
  9. Coordinate and follow up the logistics activities on daily basis with the Logistics Technical Officers and Logistics Coordinator in the Area Office
  10. Any other specialized Logistics support as requested by the Supervisor/Line Manager

Generic professional competencies

  • Minimum one-year experience of working within a Logistics and Procurement function in a humanitarian/ recovery context
  • Documented results related to the position’s responsibilities
  • Fluency in Arabic and English, both written and verbal

Context/ Specific skills, knowledge and experience

  • Bachelor’s degree in logistics or a relevant field
  • Excellent attention to detail and good writing ability
  • Very good computer skills in Microsoft Office (MS Excel, Word, and Outlook)
  • Strong communication and interpersonal skills
  • Strong organizational and teamwork skills with good cultural awareness and sensitivity
  • Highly approachable, trustworthy and confidential
  • Ability to work well in a stressful environment and meet deadlines
  • Good diplomacy and negotiating skills
  • Knowledge of procedures on Donor procurement and asset management regulations would be considered an asset
