Background
The USAID/Jordan Business Growth Activity (BGA) will enable Jordanian small-to medium-sized enterprises (SMEs) and startups to improve their productivity and competitiveness, create new jobs and innovation across a range of growth sectors, as well as advance Jordan towards a more prosperous, resilient, and inclusive future.
BGA will support SMEs and startups with growth potential to scale domestically and globally based on their financial health, sales growth, potential for job generation, impact on the local ecosystem, and degree of innovation whether in business model or market approach, product and technology enabled service.
FHI 360 has hired a third-party vendor to create a new data collection/MEL/KMS platform (herein after referred to as “Platform”) according to the BGA’s needs and workflow. The vendor is developing the Platform in multiple phases as detailed in Attachment A – Vendor Scope of Work. At the end of the each phase, the product should pass agreed-upon user acceptance testing (UAT) criteria.
Consultant Scope of Work
BGA Team seeks to engage an experienced IT Quality Assurance Engineer with an excellent track record to work with the vendor, FHI 360 and BGA to ensure the success in the Platform development and deployment process. This is expected to be a seven (5) month consultancy (December 2022 through April 2023) with approximately 50 days of effort required.
The IT Quality Assurance Engineer will gain a deep understanding of Platform requirements, will support and oversee the implementation of the Platform by the vendor through all the phases as detailed in the attached Vendor SOW, and will ensure completion of the project on schedule and with expected quality. Acting in the best interest of BGA team and other key stakeholders, the Consultant will work closely with both the BGA team and the software development team, playing a key role of a mediator and liaison, ensuring the timely implementation of all of the requirements as described in the SOW.
Key Responsibilities
- Gain a deep understanding of the Platform requirements as described in Attachment A – Vendor SOW
- Represent the needs and requirements of BGA team and other stakeholders related to the Platform’s features and functions
- Translate any new or existing needs of BGA team into technical requirements as needed
- Support and oversee the Platform development process through all phases
- Together with the vendor, plan and facilitate the User Acceptance Testing (UAT) in all phases to ensure the developed UI/UX and other features of the Platform are of a high quality and fully meet or exceed the requirements
- Review and sign off on the UAT (and other) reports provided by the vendor
- Provide proactive visibility and effectively communicate delivery targets, commitments, and progress
- Ensure the vendor’s success in delivery, primarily by helping to identify and remove impediments impacting the vendor’s ability to deliver
- Initiate a change management process to document and track the implementation of any new or changed requirements.
- Inform the BGA team and other stakeholders on any changes in the project scope, timeline, or budget in a timely manner
Immediate hiring for seven (5) month, part-time consultancy. Total anticipated level of effort over the period is up to 50 days.

Qualifications
- Master’s degree in the field of Computer Science, Computer Engineering, or Informatics
- 7 years of relevant work experience with at least 2 years in an IT Systems Quality Manager or Product Delivery Manager role and 2 years of experience in a software developer role
- Experience translating user needs into technical requirements
- Experience in agile project management, having a relevant certification is a plus
- Experience overseeing the implementation of new complex applications, preferably CRM and/or process and workflow management systems
- Knowledge of business system interactions, infrastructure dependencies, system controls, monitoring, etc.
- Knowledge of modern open-source platforms and frameworks
- Expert in User Experience and User Interface (UX/UI) design principles for database and business process management (BPM) applications
- Expert in user centric design
- Working knowledge of at least one modern programming language, such as Java, JavaScript, C#, Go, Objective C, or PHP
- Deep understanding of relational databases and ability to read and write complex SQL queries
- Understanding of RESTful API and HTTP(S) protocol
- Understanding of fundamentals of information security (InfoSec), possible risks, and their mitigation, as well as familiarity with information security principles and standards
- Understanding of common business processes and workflows
- Ability to work under pressure in a fast-changing environment
- Excellent communication, task prioritization, and problem-solving skills is a must
- Working knowledge of English is a must
Evaluation Criteria
Applicants will be evaluated based on the degree to which they meet and/or exceed the qualifications listed above. The applicant’s proposed daily rate will also be considered for cost competitiveness and reasonableness

- Covid-19 Safe Federal Workforce Provision for US Based Consultants: The selected Consultant will be required to be fully vaccinated (2 weeks after 2nd dose of a 2-dose series or 2 weeks after a single dose vaccine) and provide proof of vaccination to the FHI 360 when requested and prior to receiving work from FHI 360. Selected consultant shall be required to comply with all Covid-19 safety protocols implemented by FHI 360. Covid-19 provisions may change at any time and without advance notice.
- FHI 360 may perform a background check on any selected Consultant candidates.
- FHI 360 may cancel the solicitation and not award
- FHI 360 may reject any or all responses received
- Issuance of the solicitation does not constitute an award commitment by FHI 360
- FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions
- FHI 360 will not compensate any offeror for responding to solicitation
- FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion
- FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities
