The Solid Waste Management officer reports directly to the Solid Waste Project Manager. S/He is expected to have a close working relationship within the SWM team, and with other teams like the PHE team, IBV, CE team and Logistics within the camp setting.

Za’atari Camp, Mafraq Governorate

Shaping a stronger Oxfam for people living in poverty.

Department Purpose

Oxfam’s Solid Waste Management (SWM) project in Za’atari Camp include both litter picking and Garbage collection and disposal activities, serving the whole camp population.

Team Purpose

Oxfam’s Solid waste management and recycling projects cover all 12 districts of Za’atari camp with dry and wet waste collection. This includes street litter picking, mixed waste collection from municipal bins, dry waste processing at two recycling sites and selling it to the private sector, in addition to newly to add wet/ organic waste separation and processing in the MRF (Materials Recovery Facility) component to produce compost and biogas. The project is deliberately targeted at being labour intensive to create IBV opportunities which matches both livelihoods opportunities along with solid waste management services. The project will be implemented until the end of June 2024 and requires closer integration into the Solid Waste Management strategy of Za’atari Camp. Also, this project targets the most vulnerable refugees to create livelihoods opportunities whilst maintaining the cleanliness of Za’atari Camp.

Job Purpose

The SWM officer will be responsible for the implementation of all litter picking activities related to solid waste management and ensure that refugee households benefit from Oxfam projects. And to comply with agreed cash for work SOPs in Zaatari camp.

Job Responsibilities

Field based IBV Management

  • Manage the implementation of the field-based solid waste management activities in the districts, to ensure Oxfam’s wider Water, Sanitation and Hygiene programmes within Za’atari camp is implemented properly.
  • Supervise the Street litter picking activity workers IBVs (team leaders and workers) to make sure the camp environment is clean as to Oxfam standards.
  • Liaise with the Recycling, Community engagement, Cash for Work and the Public Health Engineering teams to address specific problems Ensure the camp environment is kept clean and hygienic.
  • Raise issues regarding the solid waste management in the camp when needed such as; garbage collection and disposal, the functionality of the bins, the rotation system among street litter pickers, vulnerable groups inclusion, etc…
  • Represent Oxfam at relevant community gathering meetings with other Za’atari actors as necessary.
  • Proactively engaging with refugees in the designated districts and practicing active listening and address the refugee’s issues and suggestions with the SWM manager.
  • Undertake other responsibilities as required by the SWM Project Manager.

Ensuring compliance with IBV Systems

  • Adhere to IBV SOPs and support in the implementation of restructuring the solid waste team when needed.
  • Ensure the SLP team leaders are providing inductions for new IBV on a rotational basis, including on mechanisms for which to make complaints and report protection issues and any other related IBV issue.
  • Raise payments of IBV SWM beneficiaries, ensure the timesheets are accurate and support in facilitating the queue during the payment.

Data monitoring and reporting

  • Review data and reports produced by the MEAL and Community Engagement teams to ensure that Oxfam districts are maintained to a high level of cleanliness.
  • Submit weekly progress reports, ensuring accurate capture of numbers of refugees reached by the programme. Feed into monthly donor monitoring.
  • Track the complaints raised by the MEAL team are solved in a timely basis and provide reasonable solutions to the complaints received from the community and analyses the data received to understand the patterns.
  • Stock management by raising request orders, stock requests and tracking all the stock withdrawn from the warehouse and start the procurement process when needed, along with maintaining and archiving all the documentation needed as proof.

Planning of SWM IBV Models

  • Pro-actively seek to engage minority groups in the project to ensure diversity and fair distribution of opportunities among all camp residents such as women, PwDs Elderly people and other types of vulnerable groups into SWM teams .
  • Support the SWM in piloting new models of SWM litter picking and coordinate with the recycling project if needed.
  • Highlight the need to raise IBV requisitions as needed for the SWM team.
  • Provide support for the SWM PM in procurement as required (including Stock Requests (SR) and Request Orders (RO)).
  • Support in the development of procurement plans to ensure no gaps in the provision of required equipment for field teams.
  • Support in planning for new activities in the project and to feed in with information that will shape future funds and projects in the camp, this process might include feeding into budget estimations and proposal writings.

Education:

  • Graduate from a recognized university (preferably within the field of Social Science, business administration, environmental science or solid waste management).

Experience:

  • Must have at least two years’ experience in field based and/ or project experience, preferably in relevant field of solid waste management, engineering or social work.
  • One year of experience in working with and / or managing volunteers (from any nationality) is preferable.
  • Preferably experience in working with refugees in a camp setting.

  • Experience of Cash for Work/ Incentive based volunteers programming or staff management.

  • Experience or willingness to work with refugees in a camp setting.
  • Experience in community engagement activities and or WaSH activities.
