  1. Role and responsibilities

The role of the Monitoring and Evaluation (M&E) Coordinator is to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The M&E Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M&E Coordinator will provide technical support to in-country staff pertaining to M&E and build capacity in regional and country missions by identifying and supporting the implementation of effective, cost efficient and meaningful M&E systems.

Generic responsibilities:

  1. Adherence to NRC policies, guidance, and procedures.
  2. Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
  3. Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
  4. Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  5. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
  6. Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
  7. Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
  8. Supervise and mentor M&E support staff in executing M&E plans.
  9. Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs.

Specific responsibilities:

  • Act as an Information Management (IM)/data focal point for the region and ensure knowledge on NRC internal databases and global digital developments, such as Digital Community Hub (DCH) and CORE, and provide advice within the region to management.
  • Contribute to institutionalizing and strengthening of NRC M&E minimum standards regionally with specific focus on data management systems, tools and procedures for better reliability and quality of M&E data.
  • Provide trainings and technical support within the Regional Office (RO) and across Country Offices (COs) in data management (quantitative and qualitative), use of digital data collection tools, analysis and presentation to support implementation and effective use of specific tools and platforms for data management. Trainings should be delivered both in English and Arabic and archived in an easy to access platform.
  • Contribute to improved management, presentation, and analysis of key M&E information at CO and regional level. This includes development of dashboards and collating quantitative and qualitative data from M&E systems and evaluations.
  • Support and advise COs on macro log frames and use of mandatory and local indicators, liaise with HO on adding new indicators to the system.
  • Participate in internal and external forums relevant to the global sub-objective on data, quality, learning and accountability and provide required support to the regional strategic initiative in line with the scope of duties of the position.
  • Support the Regional Programme Advisers with the Annual Data Quality Audit, and the Regional Programme Director with global data analysis, such as the Global Programme Results Review (GPRR).

Critical interfaces:

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Country office M&E and IM staff
  • Regional office Programme Units
  • Global and regional M&E teams
  1. Competencies:

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:

  • At least 5 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • Understanding of data and information needs for program management and decision making
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  • High level English language proficiency (speaking, reading, writing)
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
  • Experience using SPSS, STATA, Epi Info, or R

Context related skills, knowledge and experience:

  • Strong organisational and team working skills
  • Good cultural awareness and sensitivity
  • Highly approachable, trustworthy and confidential
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
  • Arabic language skills are a must
