ORGANIZATIONAL CONTEXT
In June 2021, the Mastercard Foundation announced that they will deploy USD 1.3 billion over the next three years as part of the “Saving Lives and Livelihoods” (SLL) initiative in partnership with the Africa Centre for Disease Control and prevention (Africa CDC). The initiative aims to acquire COVID-19 vaccines for at least 50 million people on the African continent, support the delivery of vaccinations to millions more across Africa, lay the groundwork for vaccine manufacturing in Africa through a focus on human capital development, and strengthen the Africa CDC. The initiative is anchored in the Africa Union’s (AU) efforts towards COVID-19 vaccine equity, with governance structures that emphasize the strengthening of national, regional, and continental institutions.
Against this backdrop, WFP, as the leading UN agency for humanitarian logistics, was identified as a key partner in this effort and it was asked to support with in-country deliveries of COVID-19 vaccines. WFP has expressed its readiness to support and to act as second line of defense as key logistics provider for in-country logistics.
Under the stewardship of the Africa CDC, acting as a central coordination point, WFP will work in close cooperation and communication with Ministries of Health (MoH) and with the other main stakeholders, such as UNICEF and WHO. The operation will be rolled out and coordinated via a coordination cell at the Africa CDC Headquarters in Addis Ababa as well as regional hubs.
The SLL partnership represents a ground-breaking initiative, bringing together institutional actors, the private sector, national government and the UN in support of the African continent and WFP will play a key operational support role, making available its supply chain expertise to reach the SLL initiative’s objectives, all the while also strengthening the Africa CDC’s supply chain capacity.
THE ROLE
The incumbent will manage the stewardship of the “Saving Lives and Livelihoods” (SLL) initiative’s resources, in partnership with the Africa Centre for Disease Control and prevention (Africa CDC) and Master Card Foundation (MCF), coordinating the work of the team and/or managing the financial management and reporting requirements. To leverage expertise to provide innovative strategies and technical approaches to financial matters, in order to ensure that assistance to organization is undertaken in the most efficient and effective way.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the Head of Humanitarian Logistics Services – Health Supply Chain Unit, the incumbent will perform functions in the area of health supply chain operations and financial management. In particular, the incumbent will perform the following duties:
Health Supply Chain Operations
1. Support the programmatic delivery of current and future health projects led by the unit by acting as a central conduit between the in-country teams, the central team and the donor on all financial and budgetary matters.
2. Aid the SCOHH team in contextualizing and guiding operational performance versus donor commitments and expectations.
3. Assist the process of donor report submission and progress reporting.
4. Support the proposal writing stage of potential new projects.
Financial Management
5. Contribute towards the development of country specific plans and processes, aligned with Regional and wider WFP strategy, policies, and processes to meet the food assistance needs of beneficiaries within the Country.
6. Analyze and report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.
7. Monitor and analyze budgets for Health Supply Chain-related projects according to established corporate procedures and requirements.
8. Collate and analyze data for the preparation of accurate and timely reporting, to provide management with financial, accounting, and budgetary information to enable them to make informed decisions.
9. Deliver financial controls and insight into WFP performance, undertaking periodic risk and internal control assessments to identify areas which may present potential audit, compliance, or financial risks.
General
10. Where necessary, undertake basic human resource functions related to staff benefits, recruitment of local staff, and training.
11. Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
12. Represent unit at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.

QUALIFICATIONS & KEY REQUIREMENTS
Education:
• Advanced University degree in Finance, Business Administration, Accounting, or related fields, or First University degree in the same subject(s) with additional years of related work experience
Experience:
• At least 3 years of postgraduate experience in the field of Health Supply Chain-related initiatives and projects and experience in providing comprehensive financial reporting and management support to International Governmental Organization.
• Analytical skills and resourcefulness, initiative, and tact in devising solutions to current and potential budget and finance issues.
• Demonstrate a good understanding of information and financial systems and how those support the implementation of service provision.
• Able to consolidate and share resource budget and financial information in a way that supports decision making and emphasizes accuracy and consistency in numbers across teams
Languages:
• Fluent (level C) in oral and written English and French. An intermediate knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is a plus.

TERMS AND CONDITIONS
This is an International Professional position and is open to all nationalities. Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 2 years.
