In Syria, WFP provides food assistance to more than 4.6 million people each month. This includes families who require emergency assistance when affected by conflict and displacement and also those who need help to improve their nutrition and food security. WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.

ORGANIZATIONAL CONTEXT

This position will be based in Damascus, Syria. The job holder will report directly to the Head of VAM.

JOB PURPOSE

The prolonged conflict in Syria, now in its tenth year, continues to take a heavy toll on the Syrian population. Currently, 6.1 million people are internally displaced (IDP), while 5.6 million people have sought refuge outside Syria. The 2022 Humanitarian Needs Overview (HNO) indicates that 14.6 million people need humanitarian assistance. Of these an estimated 12 million are food insecure.

The United Nations World Food Programme (WFP) is the world’s largest humanitarian organization supporting around 100 million people across over 90 countries. WFP supports over 6.5 million people annually with food assistance in Syria, including 5.6 million through general food assistance. WFP depends heavily on assessments and food security analysis to understand the evolving context in the country and guide interventions to target those most in need.

In 2021, Syria CO commenced a large-scale vulnerability needs review (targeting) exercise surveying around 6 million people (1.2 million households) to assess their vulnerability and eligibility to receive food assistance.
VAM Unit, WFP’s food security assessment and analysis unit, seeks to hire an international consultant to oversee food security assessments, analyse food security data, guide and coordinate the work of the VAM team in field offices as well as support the vulnerability needs review (VNR) and other targeting initiatives.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority the incumbent will be responsible for the following duties:

  1. Contribute to the development of systems and tools for the monitoring and assessment of food security and assistance needs in line with innovative digital methodologies and best practices
  2. Manage and/or conduct data collection, analysis and reporting for national and ad-hoc food security, nutrition, markets and livelihood assessment to enable effective decision-making on the development of country strategies, policies and programmes. These include Food Security and livelihood assessment (FSA/FSLA), Crop and Food Security Assessment missions (CFSAM) and other ad hoc food security assessments, in line with wider VAM policies, processes and guidance.
  3. Support the set-up of a Food Security Monitoring System (FSMS) in Syria in coordination with CBS and Syria’s Planning International Cooperation Commission (PICC).
  4. Maintain updated analysis on the country’s food security, economic and other contextual aspects and their potential impacts on WFP operations and inform timely programme intervention and/or adjustments.
  5. Provide coaching and guidance to VAM staff at the Syria Country Office and field offices as required to ensure appropriate development and enable high performance.
  6. Coordinate analytical and data collection aspects related to the VNR and other targeting exercises.
  7. Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, and seek for appropriate interventions (based on an evidence base), and areas for potential collaboration.
  8. Take part in food security analysis for the Humanitarian Needs Overview (HNO) exercise as well as in HNO-related discussions/workshops.
  9. Build capacity of WFP staff, partners and national government to conduct analysis on food security, nutrition, markets, resilience, and related topics to effectively inform policies and programmes, e.g., through providing inputs into training materials and delivering actuals trainings.
  10. Perform other duties as required by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in, International Affairs, Agriculture, Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, Computing and Information Technology or other related field, or First University degree with additional years of related work experience and/or training/courses

Experience: Minimum five years or more of relevant professional work experience in the field of Food Security/VAM including needs assessments, situation analysis, monitoring, targeting, etc

Language: Fluency in both oral and written communication in English. Knowledge of Arabic is an added benefit

KNOWLEDGE AND SKILLS

  • IT/Software development and database management skills
  • Proficient understanding of analysis software programmes such as: SPSS, STATA, Tableau, Power BI, R, ArcGIS
  • Proficient knowledge and use of data collection tools such as ODK Suite, MODA, ONA and KOBO alike platforms.
  • Proficiency in MS Office (Word, Excel and Power point) is a must.

TERMS AND CONDITIONS

The contract offered provides a competitive base salary and favorable conditions such as medical insurance, flexible working arrangements, Rest & Recuperation and Danger Pay allowance currently in place at the Duty station.
