Context and Scope
Under the overall supervision of the Regional Health Assessment Coordinator (RHAPC) for MENA region, and in coordination with the Regional Travel Health and Vaccination Program Coordinator, the successful candidate will be responsible for effective implementation of Infection Prevention and Control (IPC) policies and protocols, and to support expanded public health activities within the scope of Health Assessment Programs in MHD MENA region.
Core Functions / Responsibilities:
- Collect current IPC practices in HAP operations in the region, identify gaps and support and facilitate the alignment of the IPC practices with the WHO/CDC recommendations.
- Consolidate existing global and local SOPs, related to IPC in the various HA processes, including but not limited to:
- Administrative and engineering controls
- Hand and Respiratory Hygiene
- Use of Personal Protective Equipment (PPE)
- Handling of Sharps and Safe Injection Practices
- Immunization Safety measures
- Handling biohazardous samples (such as sputum collection)
- Environmental Cleaning
- Waste disposal
- Ensure that all HAP-implementing country offices (COs) in the region have updated global IPC SOPs and instructions, when available.
- Contribute to the development of global IPC SOPs and policies.
- In coordination with Chief Migration Health Officers (CMHO) identify IPC FP at the country level and establish regular communications with them
- Train and guide FP on the principles and implementation of IPC procedures to enable standardization of the basic elements of disease prevention and control.
- Participate in regional internal and external IPC related trainings, conferences, and workshops.
- Provide guidance to the COs in the region on establishment and implementation of IPC practices, including committees and discussion circles, as well as regular reporting.
- Ensure that country level IPC FPs are equipped with and using standardized checklists to assess the quality of their HAPs.
- Identify IPC training opportunities for the MHD staff in the region and conduct or participate in in-house trainings.
- In coordination with the RHAPC, CMHO and COMs, undertake duty travel assignments to conduct on-site internal IPC audits.
- Support the surveillance, implementation, assessment, and reporting of public health related activities.
Public Health Responsibilities:
- Help in monitoring the epidemiological developments in MENA and updating the Outbreak reports.
- Serve as the regional focal point for addressing staff inquires related to Public Health activities and measures and directly communicate with the missions on any significant public health issues.
- Support and help expand public health activities in IOM MHD MENA
- Coordinate and facilitate the implementation of community health awareness activities and identify priority needs and gaps through health assessment activities.
- Maintain collaborative relationships with relevant stakeholders and Subject Matter Experts to facilitate the follow up and relevant information sharing, including Migration health division inside IOM and other stakeholders (CDC/WHO).
- Support the development of relevant health promotion materials for the staff and beneficiaries served by IOM
- Assist Chief Migration Health Officers in development and implementation of public health activities and plans in relation to COVID-19, tuberculosis (TB) and vaccine-preventable diseases.
- Ensure that staff are aware of the reportable diseases and contact the designated focal points at the MOH when an incident case is identified at the clinic.
- Create and distribute public health information sheets on a regular basis in MENA
- Support in generating regional reports and statistics on public health and surveillance activities done in MHD MENA.

Education and Experience:
- Bachelor’s degree in Medicine or related field from an accredited academic institution with Master’s degree in Public Health, Epidemiology, Community Medicine or other relevant studies, with a minimum relevant professional experience of four (4) years. Preferably through working with NGOs or Public Health Facilities.
- Minimum of 4 years of experience in public health, advocacy, public policy, social services, community organizing, or related field.
- Strong knowledge of and ability to support the surveillance, implementation, assessment, and reporting.
- Knowledge of healthcare systems.
- Ability to communicate effectively both orally and written.
- Ability to generate public health reports and info sheets with professional layout
- Ability to work with vulnerable populations in a non-judgmental manner.
- Demonstrated ability to build relationships and work in a collaborative fashion.
- Must be detail-oriented and able to work independently.
- Proficient in using Microsoft Office programs, databases, data entry and management.
Languages
Fluency in English and Arabic is required (oral and written). Working knowledge of other IOM official language is desirable
