Senior Technical Advisor – AMR/IPC
The Senior Technical Advisor (STA) will lead overall management and implementation of the Antimicrobial Resistance (AMR) and Infection Prevention and Control (IPC) components of the Medicines, Technologies, and Pharmaceutical Services (MTaPS) program including related communication and awareness activities.
Technical Support (50%)
- Work directly with the counterparts from the Ministry of Health (MOH) and Royal Medical Services (RMS), country stakeholders, and international counterparts to develop, review, implement, and monitor technical approaches and strategies for strengthening response to AMR and IPC challenges in accordance with national strategies and action plans.
- Provide direct technical assistance to relevant stakeholders and public and private facilities in designing, monitoring, and implementing AMR-related work plan activities and interventions with focus on IPC, WASH, and AMS.
- Lead technical, communication, coordination, and planning support for relevant national and targeted facility-level AMR and IPC committees.
- Under the leadership of the CPD, assist in the development of policies, guidelines, standard operating procedures, job aids, and other materials relevant for AMS, IPC and other technical areas as appropriate.
- Collaborate with stakeholders for the development, deployment, and implementation of appropriate tools necessary to improve pharmaceutical management information systems and their appropriate use for decision making.
- As needed provide technical support to other MTaPS pharmaceutical systems strengthening and health elements activities in the country.
- Support the MOH to review and strengthen systems related to pharmacovigilance and reporting of COVID-19 vaccines adverse events and other medical products as needed.
- Plan, prepare and facilitate technical presentations/workshops on key project activities and achievements as needed.
Coordination and Communication (20%)
- Report regularly to the CPD on progress/results achieved in technical work plans and barriers encountered in writing, through weekly updates, quarterly and annual progress reports, and ad hoc as needed.
- Coordinate with other MTaPS country program technical activities ensuring harmonized approach in line with MSH quality standards.
- Lead the development of communication material related to the AMR and IPC technical areas in coordination with the CPD, the Communication Officer, other country team members and regional and home office staff.
- Coordinate assigned technical areas and activities with other USAID-funded and international projects in the country.
- Work closely with the home office-based Technical Lead for GHSA/AMR portfolio and other technical team members for appropriate and timely technical guidance and support.
- Maintain close liaison with USAID mission focal point and MOH national focal point on AMR and IPC on progress, challenges and way forward and provide regular updates.
- Work closely with the MTaPS Jordan Management Team and the Finance and Administration Manager to develop and monitor appropriate/adequate budgets to support relevant technical activities.
- Represent the program at technical meetings with other cooperating agencies and participate in working groups as required, including making technical presentations on key activities and achievements of assigned areas as needed.
- Maintain close liaison and coordination with senior officials in the MOH and RMS, other key national and international stakeholders and USAID implementing partners to ensure technical assistance activities are carried out with their active participation for building ownership.
- Work closely with other MTaPS team members to ensure technical work plans are being implemented in a timely and technically sound manner, deliverables and related documents follow quality standards and are completed on time, and productively leverage collaboration with key government and other stakeholders and partners.
- Effectively communicate with junior team members to assign and delegate tasks appropriately according to approved work plans.
Capacity Building (20%)
- Work with country and home office-based team to develop costed project capacity strengthening strategies, implementation and roll-out plans, training, workshops and follow-up timelines.
- In conjunction with country counterparts, develop and revise required training packages and materials.
- Plan, design and develop training packages, and facilitate end-users and training of trainers exercises related to AMR, AMS and IPC areas and other capacity building exercises as planned.
- As required, participate in the planning and delivery of broader capacity building programs aimed at national pharmaceutical system strengthening.
Monitoring & Evaluation (10%)
- In coordination with other team members in the country and home office, contribute to the development of country project M&E plan, and support the collection, review, validation and analysis of relevant data to report project indicators.
- Liaise with home office for all monitoring, evaluation, and learning tasks and reports and act as the focal point of communication for the Jordan team.
- Contribute to the adequate documentation and dissemination of program results and lessons learned, including the development and submission of success stories, technical highlights, technical briefs, abstracts and articles to scientific journals and conferences, and presentations at knowledge management sessions.
- In collaboration with the CPD, coordinate the regular update of the Activity and Deliverable Implementation Tracker and Savion software to monitor activity implementation and allocation of human resources in alignment with approved work plans.
REQUIRED MINIMUM EDUCATION
A post-graduation degree in pharmacy, nursing, medicine, or other healthcare field, health management, public health or related field.
REQUIRED MINIMUM EXPEREINCE
At least seven (7) years of healthcare management in development programs or public health experience, of which at least 2 years in areas contributing to antimicrobial use, IPC, or other aspects of AMR containment.
KNOWLEDGE, SKILLS and COMPENTENCIES
- Strong knowledge and skills on AMR-related interventions, including planning, designing, implementation and monitoring of IPC and AMS activities at national and facility levels in Jordan.
- Proven knowledge in the development of policies, guidelines, standard operating procedures, job aids, and/or other materials relevant for AMS, IPC and/or other AMR-related technical areas.
- Strong knowledge and understanding of regulatory systems including health systems of low and middle-income countries, preferably Jordan and other middle eastern countries.
- Experience in providing technical assistance on management information systems and implementing information manual and electronic tools to strengthen health/pharmaceutical systems desired.
- Strong organizational skills and ability to work in a team-oriented, culturally diverse environment.
- Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints.
- Excellent writing skills in English and Arabic.
- Excellent skills in Google and Microsoft suite of products.
- Experience and ability working with senior government officials.
