CARE International in Jordan has a vacancy for the post of ICT for Development Advisor “ ICT4D Advisor “:
Responsibilities and Tasks:
- Organizational and Strategic Development
• Develop an overarching strategy and plans for digital transformation and integration of the different products and services of CARE Jordan.
• Contribute to the development and achievement of CARE Jordan strategic objectives including Country Strategy development regarding digital transformation.
• Ensure compliance & stay current with international, regional, and local legal requirements in the program respective areas and developments in the ICT4D field.
• Work closely with CARE program teams, including country and regional offices and the Impact and Innovation division, to develop CARE Jordan vision and strategy on the application of data and digital technology to advance CARE's mission and programmatic strategy in digital transformation.
• Work closely with Resource Mobilization colleagues to cultivate and grow funding opportunities /develop leads for resource mobilization and craft funding proposals/concept notes as required.
• Leading Innovation and Change – Establish a culture of excellence in respective to a team that values experimentation and continuous improvement.
- Partnership Capacity Strengthening
• Lead capacity development initiatives for partners and CARE staff on the use of ICT4D at a regular interval.
• Work with project partners in the successful use of ICT4D for implementation, including CARE Jordan’s digital solutions.

•Undertake assessments and consultations to ensure CARE Jordan tools and resources are adapted to the needs in the respective fields and build synergies between CARE Jordan solutions and solutions or needs of other peer and partner organizations.
- Technical Management:
• Provide technical advice in the incorporation of ICT4D frameworks in the design and implementation of ICT4D technologies for upcoming and ongoing projects.
• Manage CARE Jordan’s digitalization and ICT4D projects and project components.
• Develop case studies and other material to promote CARE Jordan’s ICT4D work and showcase it at national, regional, and international levels.
• Advise on technical capacities, design and alignment – including following and ensuring consistency with priorities/guidelines of the Digital Impact Alliance 2021-2026 Strategic Plan as well as donor requirements and the Jordan Digital Transformation Strategy.
• Collaborate with the Program Quality team in the incorporation and implementation of ICT4D for data gathering and tool assessments.
• Evaluate user needs and system functionality to ensure that ICT4D systems meet required needs.
• Ensure timely and quality service delivery, technical support, and advice to users.
• Partner with program operations and MIS unit to prioritize and support integration and evolution of ICT4D solutions in improving program implementation.
• In collaboration with procurement, conduct supplier analysis, and assess effectiveness to ensure third-party services meet CARE business requirements and needs.
• Collaborate with Procurement to ensure ICT4D purchases are in line with CARE's standards and in compliance with donor requirements. Provide strategic guidance and input to budget development about ICT4D related expenses.
• Maintain functionality of hardware and software requirements of ICT4D equipment, to ensure an adequate supply of functioning devices as per the needs of affected employees.
• Assess and analyze ICT4D training needs. Provide capacity building (training, coaching, on-the-job support, etc.), remotely or on-site, to staff and partners in ICT4D-related areas to ensure efficient and consistent adoption and use of ICT4D applications.
• Serve as the point person for ICT4D, coordinate and ensure collaboration amongst different Units.
Other Responsibilities as Assigned:
• Perform other functions that will be assigned by the Line Manager or Country Director.
• Participate actively in Program and Strategy meetings, planning and review activities and partner programming.

Qualifications
Bachelor’s degree in IT or any relevant field.
Experience/Technical Skills:
• Appointment to the position will be made from persons who have:
• A minimum of 5 years work-related experience in setting up and managing ICT-based knowledge and information management systems.
• Experience in project management
• A Foundation Certification is desirable.
• Understanding of software development concept and methodologies.
• Track record of reliable and consistent performance.
• Experience in training and mentoring staff in ICT4D
• Experience in introduction, design, implementation, and adoption of relevant technology and management tools, Especially ICT4D technology and tools
• Knowledge of ICT4D trends, applications, and technologies.
• Strong client-service focus; able to work with diverse groups of people in a team-oriented environment.
