Projects Manager

To set the project’s strategy for achieving targets at the sub-national level and work with the regional teams to formalize general approaches and design specific activities that are logistically feasible, fall within budget, and meet the project’s technical objectives. The incumbent is also responsible for managing and overlooking the project activities related to job matching and placement, and facilitating business start-ups in the local regions.

Responsibilities

  • Develops the policies, procedures and annual plans of projects management, in order to maintain the operational efficiency and quality to achieve the strategic goals of the Foundation;
  • Leads the design and the implementation of the foundation’s projects that leads to sustainable increase of household income on the national level.
  • Oversee the design and the implementation of the foundation’s workforce development and business enabling initiatives.
  • Leads the design and the implementation of the CBO’s accreditation and continuous development system on national level.
  • Defines the efficiency and effectiveness of potential projects in accordance with technical studies results, as well as assessing the risks and challenges that may affect the workflow of the projects, in coordination with the concerned parties and departments;
  • Formulates the projects work plans and the type of execution methodologies along with their associated schedules, in coordination with all relevant parties and departments;
  • Identifies the required support resources (financial, human resources, Supply Chain) to ensure timely financial reporting, procurement and recruitment required to implement the approved projects, and coordinates activities with all concerned departments;
  • Organizes the implementation process of all set targets planned for each project with respective managers, and other concerned staff;
  • Continuously assesses project’s context, assumptions and changes in the working environment to ensure that the project focus, strategies and activities remain relevant and to propose adjustments when needed;
  • Establishes positive working relationships with governmental, NGOs, local and international organizations, and private sector actors to identify areas of potential collaboration;
  • Implements communication plan for all key stakeholders to encourage continuous collaboration and updates;
  • Ensures meeting with all donors’ deadlines, prepares the quarters and final reports for the donor, with focus on the impact of the projects, ensuring compliance with applicable donor rules & regulations;
  • Ensures all projects activities are planned efficiently and effectively, reviews Projects Managers reports relating to the implementation of various project activities and actual expenses, and takes the necessary actions to deal with discrepancies in the approved work plans and budgets;
  • Identifies the performance measurement tools and indicators of the projects to ensure effective and efficient execution throughout the projects implementation cycle and regular reporting on impact, in coordination with the Monitoring and Evaluation team, and contributes to developing appropriate strategies for monitoring and evaluate implemented activities;
  • Reviews projects assessment reports that evaluate the work flow of the projects, the effect of the completed projects on the local community, along with the alternative plans to ensure consistency with the approved work plans, and increase the efficiency and effectiveness of the work;
  • Develops the programs that motivate the local community to participate in executing the various projects activities, and supervises their execution to ensure the achievement of overall strategies and goals of the Foundation;
  • Leads the formalization of strategic partnerships with public- and private-sector entities capable of assisting the projects with the achievement of its technical and cost-share objectives;
  • Designs and implements adaptive-management and iterative-learning practices within the Projects Team, including continuous assessments of lessons-learned and best-practices and periodic (as appropriate) recommendations for incorporating these into strategies, approaches, and activities across the program;

Qualifications

  • Advanced university degree in Project Management, Economics, Business Administration, International Relations, or any related field.
  • 10-15 years of experience.
  • Proficiency in English.
