How can you make a difference?
Specific Responsibilities Are Highlighted Below
Under the direct supervision of the Humanitarian Affairs Manager.. The Supply and Logistics officer provides operational support, planning and coordination of UNICEF programmes in camps.
Field Operations

  • Prepare procurement orders of materials and supplies when needed whilst organizing logistics activities; including storage of goods, managing information accrued, and arranging for services as necessary.
  • Monitor and record UNICEF assets and inventory whilst coordinating and tracking the movement of assets through logistic pathways, as well as provide support in managing camps warehouses; including coordinating and receiving shipments to the camps.
  • Manage available resources and coordinate donations between partners and contractors.
  • Support in monitoring, planning and supervising all field operational functions including reporting and assisting in daily tasks and activities required by other sections; whilst insuring that they are executed within allotted budget and timelines.
  • Provide guidance to staff in resolving operational issues and bottlenecks through conducting regular meetings to discuss operational updates, needs and issues.
  • Liaise and negotiate with partners and contractors while ensuring that their work aligns with UNICEF policies and organizational objectives.
  • Conduct frequent performance reviews and regular operational reviews and audits for operational functions such as preventive maintenance.

Field coordination

  • Establish effective working relations with relevant partners through acting as the focal point with SRAD and governmental agencies for UNICEF related programs to liaise and negotiate whenever support is needed.
  • Monitor and Ensuring that all UNICEF activities are in line with existing policy guidance, technical standards, and relevant government human rights legal obligations for all projects with UNICEF partners and contractors in the Syrian refugee camps for all the following departments, Child Protection, Health, Education, Youth, Social Protection and WASH.
  • Provide guidance to staff in resolving field issues and bottlenecks.
  • Provide support to UNICEF sections in organizing visits and events at the camp level.
  • Organize and participate in working groups, meetings, conferences, consultations with other agencies and partners especially humanitarian and emergency relief-related matters.
  • Provides leadership and work direction to assigned work team, and/or mentors and supervises the work of the field support associates in the camps.
  • Any special assignments required by the management regarding quick assessments, in-depth analysis, coordination with key stakeholders, reporting associated with field interventions and working closely with the Supply and Logistics team to oversee the adequate provision of resources.
  • Any other assigned administrative management tasks and services related to the adequate functioning of the Syrian refugee camps are effectively carried out and delivered.

Project coordination

  • Administer all HR related tasks for UNOPS contracted staff including monitoring, recording and checking staff attendance, leaves and monthly salaries.
  • Coordinate with UNOPS HR staff recruitments, contract issuance, staff needs and any issues related to health insurance as well the monthly incentive payments of Syrian volunteers working under the project.
  • Manage transportation for UNOPS contracted staff in terms of coordinating travel plans, supervising drivers, monitoring fuel cards and fuel expenses.
  • Support in preparing project budgets including managing the petty cash to procure camp’s needs.

Emergency Preparedness and response

  • Provides professional assistance in risk analysis to identify emergency-prone conditions/situations and contribute to early warning and timely emergency preparedness.
  • Assists in the formulation of plans of action in preparation and response to emergencies. Gathers information on best practices in emergency situations for the preparation of contingency plans. Monitors compliance of all sectors with emergency plans of action.
  • In the event of an emergency, promptly assists in implementing the initial operational tasks relating to emergency assistance.
  • Assists supervisor with assessment of local emergency and security situation. Coordinates with other partners to make a rapid assessment covering priority areas as defined by the Core Commitment for Children in Emergencies. Establishes contact with community groups, government, UN agencies, media and other partners to keep the country office of emergency situations.

To qualify as an advocate for every child you will have…

  • Education: University degree in one or more of the following areas: social sciences, public administration, law, public health, nutrition, international relations, business administration, or other related disciplines.
  • Experience: A minimum of one year experience in an education-related field, including teaching experience. Demonstrated skills and experience in program planning, implementation, and monitoring, and experience in effective management of staff, partnerships, and contracts. in addition, experience working with government and NGO partners at the local level. Also, experience in working in a humanitarian context is preferred.
  • Language: Fluency in written and oral English and Arabic is required.
