ORGANISATION CONTEXT:

WFP’s Regional Bureau for the West and Central Africa (RBD), based in Dakar, Senegal, provides strategic guidance, policy/technical support and direction to WFP operations and activities in 19 countries. The WFP West Africa region extends from Mauritania to Chad and along the coast from Cameroon to Senegal. It consists; Benin Burkina Faso, Cameroon, Central African Republic, Chad, Cote d'Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, ,Nigeria Sao Tome and Principe, Senegal, Sierra Leone and Togo. The West Africa Regional Bureau (RBD) is based in Dakar and provides strategic guidance, technical support, and direction to country operations in these countries. The Resilience and Livelihood Unit under RBD ensures that “resilience” is conceptualized and operationalized within a WFP context. The unit is responsible to coordinate WFP’s programme, technical and strategic work on livelihood assets creation and synergies with hunger-related safety nets including providing guidance material and direct support to country operations, including capacity development. Most importantly, RLU is the operational Unit of RBD managing the Sahel Resilience Scale-Up which is currently reaching well over 1 million beneficiaries, through integrated resilience packages.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Resilience and Livelihood Unit under RBD ensures that “resilience” is conceptualized and operationalized within a WFP context. The unit is responsible to coordinate WFP’s programme, technical and strategic work on livelihood assets creation and synergies with hunger-related safety nets including providing guidance material and direct support to country operations, including capacity development.

The job holder will provide support to programme activities and operations that effectively build resilience in contexts affected by recurrent food insecurity. Specifically, the job holder will support RLU in all efforts related to reporting, programme tracking and coordination.

KEY ACCOUNTABILITIES (not all-inclusive)

The job holder will support the following duties:

  • Support the resilience programme management and coordination in tracking of resilience-building activities in the region (19 countries) to facilitate information-sharing between Country Offices (COs), RBD, and HQ. More specifically:
    • In close collaboration with COs, support the accurate and timely reporting on programmes and activities to meet specific reporting requirements of donors.
    • Provide support to COs during key reporting exercises
    • Contribute to maintaining and enhancing data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Support the collation, analysis and communication of the ‘Essential Elements of Information’, pertaining to the operational environment in order to facilitate access to timely and accurate information used at country, regional and corporate level.
  • Support the preparation of reports related to Resilience and Livelihoods by coordinating to ensure coherence and quality of performance information.
  • Collaborate with counterparts internally (for example Communication, Advocacy and Marketing (CAM) units) to ensure consistency in humanitarian information and to complement WFP analysis and information.
  • Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting, for example through scheduling the delivery of trainings on core reporting requirements.
  • Draft inputs for briefings, talking points or presentations to support donor engagement and inform decision-making and planning of WFP management.
  • Produce and support COs in developing external donor, advocacy and communication products to demonstrate the impact of and advocate for resilience-building activities in the region.
  • Perform any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree Postgraduate in one or more of the following disciplines: Social Sciences, Public Policy and Administration, Agriculture, Environmental Science, and rural development or other field relevant to international development assistance related OR First University degree in the same fields with additional years of related work experience and/or training/courses.

Experience: One (1) year of postgraduate professional work experience, with a background in international humanitarian development OR Two (2) years or more postgraduate professional experience for holders of a first university degree.

Language: Fluency (level C), both written and oral in French and English.

DESIRED KNOWLEDGE AND SKILLS:

  • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook) and experience in using geographic information systems as well as publication software (e.g. MS Publisher) is an advantage.
  • Good analytical skills; resourcefulness, initiative, maturity of judgement, tact, negotiating skills; ability to communicate clearly both orally and in writing; ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds.
