ORGANIZATIONAL CONTEXT
WFP corporately has embraced a stronger and more proactive stance on social protection, which is now a key pillar of WFP’s ‘changing lives’ agenda and will be prominent in the new Strategic Plan, as well as being a top priority for most regions and countries. The Social Protection Unit of the World Food Programme prioritizes implementation of social protection strategy through embedding and mainstreaming social protection in regular programmes and projects while initiating specific social protection initiatives.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The United Nations World Food Programme (WFP) is well known for its ability to deliver food assistance rapidly to people in need. While continuing to respond to immediate needs, WFP also wishes to contribute to longer-term efforts to end hunger in countries in need, and to support governments, in partnership with development partners, catalyzing a more effective social protection response in the short-term, and to accelerate reform of the overall social protection system. As part of the implementation of the social protection strategy, WFP has initiated support for building capacity for long-term development programmes through strengthening the national and international priorities and commitments. WFP is supporting efforts to put social protection as a high-priority agenda. WFP has initiated evidence-building for social protection through modernization of data collection and analysis mechanisms in a number of countries. WFP is contributing to social protection reforms through adapting, expanding, and innovating social protection responses to address the immediate needs of vulnerable households, while mitigating the adverse impact of crisis (like COVID-19) on resilience, livelihood, and human development.
WFP is recruiting an international expert to lead the resilience component under the social protection portfolio to plan and implement shock responsive employment and livelihood interventions
The Shock Responsive Employment Expert in Baghdad will report to the Head of the Social Protection Unit
KEY ACCOUNTABILITIES
- Design and execute project activities focused on shock responsive employment and income generation opportunities
- Conduct mapping and assessment of the current systems and mechanisms of income/employment generation, during shocks
- Conduct mapping of the different shocks which can affect income generation capacities and systems in Iraq
- Conduct mapping of the current systems and mechanisms of capacity building and skill enhancement
- Assess the capacity of the technical and vocational training centers
- Contribute to building national capacities to mainstream shock-responsiveness in the eco-system of SMEs and entrepreneurship for youth
- Establish linkages with other existing projects being implemented by other UN agencies, international partners, and line ministries
- Identify specific, priority opportunities for WFP’s potential engagement in social protection through resource mobilisation and expansion of programmes on social protection; Identify and strengthen WFP strategic direction on social protection schemes and programmes
- Other tasks as required and assigned by the supervisor/senior management.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Economics, Development Studies, Public Policy, or related Social Sciences
Experience: A minimum of five (5) years of relevant professional work experience in social protection implementation in low and middle-income countries, including experience in policy design, analysis and advisory.
Language: Excellent skills in the English language both spoken and written. Knowledge of Arabic would be an asset.
OTHER SPECIFIC JOB REQUIREMENTS
Demonstrated experience in active labour market policies and programmes
Senior level experience of liaising with different line ministries at national and decentralized levels; and donors.
Experience in the establishment of partnerships with public and private sector actors.
Experience of managing large multi-agency programmes
KNOWLEDGE & SKILLS
Strong capacity for analysis, learning, research, and innovation
Capacity to foster strong multi-agency collaboration
Good leadership and interpersonal skills
Ability to coordinate and laterally lead across multiple units, organizations and partners.
Excellent written and spoken English, with the ability to organise events and workshops, draft background supporting documentation and policy documents.
Excellent ability in word processing, spreadsheet, and power point tools.
