ORGANIZATIONAL CONTEXT
The position intends to ensure effective management of Field level agreements with WFP cooperating partners who implement different types of programs and projects.
JOB PURPOSE
Job holder is expected to manage resources and coach and coordinate support staff, able to recommend a course of action to staff at various levels and may allocate tasks to other support staff, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects, facilitate proper implementation of the Field Level Agreements with Cooperating partners
KEY ACCOUNTABILITIES
- Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
- Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
- Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. resource utilization, programme status, performance of partners and general programme) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
- Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
- Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
- Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
- Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
KEY ACCOUNTABILITIES ( Cont)
- Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
- Lead on preparations of Field Level Agreements with the Cooperating partners, present required documents and conduct orientation sessions.
- Facilitate FLAs proposal review and clearances through negotiations with the Cooperating partners according to rules and regulations and Programme priorities
- Follow up on further clearances of FLAs with Head of Office and further with CO activity and technical units and ensure their clearances and submission to CPC, defend proposals at the CPC and support FLAs issuance.
- Lead on FLAs financial management – examine monthly tracking sheet, and undertake quarterly reconciliation as required, responsible for administrative documentation and record-keeping, to facilitate timely payment of partners, timely review, reconciliation, and submission of monthly distribution reports.
- Undertake the spot checks for the cleared payment claims, ensure budgets implementation and expenses behavior analysis, conduct compliance check with operational achievements, submit for clearance to CO partnership colleagues and Head of FO for approval, follow up on regular estimations of SES in WING; Follow up on open items and commitments in the system/WINGS/SES.
- Verify special cases on commodities losses reported, waivers and budget reallocation requests.
- Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.

- Perform annual financial reconciliation as required.
- Provide guidance, training, and oversight to CPS related to CPDRs, monthly reporting, operation data updates.
- Support the implementation of WFP’s partnership – CP selection and performance evaluation exercise, oversight, and other missions, administering related tools and reports.
- Support capacity strengthening initiatives of cooperating partners.
- Support the scale-up of WFP interventions and partnerships, if and when required.
- Perform other duties as required
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable
Language: Fluent (level C) English in both oral and written communication. Knowledge of Turkish and Arabic is an asset.
Experience:
- At least 5 or more years of relevant work experience.
- Experience with managing project budgets.
- Experience and proficiency with data visualization tools to present programme implementation progress.
Knowledge & Skills:
- Has experience with project support and managing project budgets
- Has worked with technical teams (i.e. nutrition, VAM, etc.)
- Has contributed to implementation of programs
- Has observed or assisted with policy discussions
CONTRACT TYPE AND DURATION
Eligibility: Turkish nationals or those holding a valid Turkish residency permit.
Type of Contract: Service Contract (SC6)
