JOB PURPOSE
Within the delegated authority and under the direct supervision of the Head of M&E Unit, the Programme Policy Officer (M&E – Information Management) will generally be contributing to the overall monitoring and evaluation functions for WFP programme in the country office. More specifically, the incumbent will be responsible for information management of the food/cash assistance distribution and share on regular basis. The incumbent will also help in the development of data collection tools.
Key Accountabilities and Responsibilities
The incumbent will be responsible for carrying out the following tasks and responsibilities:
1. Provide project information management support relating to regular programmes as well as the recent flood response activities, ensuring a timely collection of WFP’s assistance information in coordinated approach and present in standard formats.
2. Follow data quality assurance principles to make sure collected information is complete and up to date at various levels and used in consistent manners.
3. Liaise with different units to compile plan vs actual food assistance information disaggregated by activity and different geographical units.
4. Present the consolidated food assistance information, including assisted population disaggregated by gender, age and food assistance by type etc., in good reporting formats.
5. Provide technical support in establishing linkages with different systems and develop an interactive dashboard showing progress on different parameters.
6. Cross verify information received from sub-offices with the information in the WFP systems and make sure they are consistent and reconciled.
7. Analyse information of different outcomes assessments and made available for different bilateral reporting to donors and for WFP internal reports.
8. Contribute to the preparation of accurate and timely reporting on programmes and activities to enable informed decision making and consistency of information presented to stakeholders.
9. Support in sharing WFP’s assistance information with different counterpart departments and UN agencies, particularly with RC office.
10. Support the capacity building of WFP staff, partners and national government in establishing effective information management system and reporting
11. Support in the development of different narrative reports.
12. Provide guidance to support staff, acting as a point of reference and assisting them with data analysis and queries.
13. Other tasks as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in IT/Sociology/Social Development/Development Economics/ Business/Public Administration/Performance Management or other relevant fields, or First University degree with additional years of relevant work experience and/or training/courses.
Language: Fluency (level C) in English language and proficiency in any of the local languages is desirable.
Experience: Minimum 3 years' work experience in information management, monitoring and evaluation or related field in the development/humanitarian sector.
• Experience in database management, interpreting data, and data visualization to contribute to technical programme design, implementation and monitoring and capacity to provide inputs into the development, implementation and realignment of programmes.
• Experience in producing infographics and writing high quality narrative reports.
• Experience in the relevant technical areas (e.g., monitoring of humanitarian/development assistance, programme design, food security etc.).
• Capacity to foster sustainable relationships with local NGOs, government authorities, and other implementation partners.
REQUISITE KNOWLEDGE AND SKILLS
Demonstrated abilities in data/information management will be an added advantage.
Research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modelling needs (Desired).
