COUNTRY CONTEXT/ ORGANIZATIONAL CONTEXT

The WFP Regional Bureau for West & Africa covers a region that extends from Mauritania to Chad and along the coast from Cameroon to Senegal. It consists of 19 countries; Benin Burkina Faso, Cameroon, Central African Republic, Chad, Cote d'Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Sao Tome and Principe, Senegal, Sierra Leone and Togo. The West Africa Regional Bureau (RBD) is based in Dakar and provides strategic guidance, technical support, and direction to country operations in these countries.

ASSIGNMENT SETTING

Programme Policy Officer (Forestry/Agroforestry/Pastoralism) is part of the Resilience and Livelihood Unit (RLU) at the Regional Bureau. The RLU ensures that “resilience” is conceptualized and operationalized within a WFP context. The unit is responsible to coordinate WFP’s programme, technical and strategic work on livelihood assets creation and synergies with hunger-related safety nets including providing guidance material and direct support to country operations, including capacity development. Most importantly, RLU is the operational Unit of RBD managing the Sahel Resilience Scale-Up which is currently reaching well over 1 million beneficiaries, through integrated resilience packages.

MAIN ACCOUNTABILITIES/RESPONSIBILITIES

Under the direct supervision of Programme Policy Officer/FFA-SAMS, the incumbent will perform the following responsibilities:

  • Review the ongoing forestry, agroforestry and pastoralism practices of the Integrated Resilience Project in G5 countries (Burkina Faso, Mauritania, Chad, Mali, Niger).
  • In collaboration with COs, contribute to the development of biodiversity-friendly sustainable forest/pastoralism management strategy that could be applied in G5 countries.
  • Support COs on forest rehabilitation measures to be supported under the project, including tree and fruit nursery development, tree planting, control and sustainable management of forest/rangelands and rehabilitated pasture lands.
  • Monitor the ongoing forestry and agroforestry interventions to ensure that activities of the project are harmonious with watershed management and propose strategies for collaboration with other programmes/projects.
  • Participate and carry out online and on-the job trainings on multi-purpose nursery establishment, forestry/agroforestry, and forest seed network… and develop training materials and good practices.
  • Develop the Forest Seed Network and Marketing Strategy for the G5 countries.
  • In collaboration with the COs, propose agroforestry/pastoralism measures to be supported under the resilience project that encompass maintenance or enhancement of biodiversity values alongside addressing sustainable landscape management.
  • Support to linking FFA and value chains development (e.g., Non-Timber Forest Products/NTFP fodder/hay making conservation and sales, forest and grass seed collection, etc.)
  • Support CO to develop practical guidance on specific tenure agreements for rehabilitated areas and forests across the region – based on a collection and documentation of existing good practices and innovation.
  • Support the creation of partnerships and linkage with Forest Seed Research Centers, universities and nursery materials suppliers and support COs to access improved forest, fodder, and grass seeds and quality nursery materials.
  • In partnership with universities, support COs on measuring carbon stocks and carbon sequestration on pilot rehabilitated watersheds and forests and develop advocacy materials and evidence.
  • Conduct watershed planning, integrating SLM/NRM Best Practices, Soil and Water Conservation measures and water harvesting infrastructure.
  • Perform other related duties as required.

SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED

Education:

University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Political Science, Social Sciences, Communication, Information Management or other fields relevant to international development assistance.

Experience:

At least one (1) year of relevant professional work experience in sustainable forest management and agroforestry projects, Natural Resource Management, Urban and Rural Development, Watershed and landscape management preferably in Sahel regions; Experience in savanna and humid tropics a plus. For holders of a first university degree at least three (3) years of relevant professional work experience.

Languages:

Working knowledge of English and French (Level C/B); Knowledge of another Arabic will be added advantage.

Other specific job requirements:

  • Exposure to and experience with forestry/agroforestry implementation, watershed management and planning, participatory approaches and community-led development projects; food security, social protection and resilience project are desirable.
  • Proficiency in Windows, MS Office (Word, Excel, Powerpoint, Outlook) and experience in using geographic information systems is an advantage.
  • Good analytical skills; resourcefulness, initiative, maturity of judgement, tact, negotiating skills; ability to communicate clearly both orally and in writing; ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds
