The World Food Programme office in Johannesburg is a Regional Office coordinating and supporting the delivery of humanitarian assistance to 12 Southern Africa countries including, Mozambique, Zimbabwe, Zambia, Namibia, Lesotho, Eswatini, Botswana, Malawi, Madagascar, Democratic Republic of Congo, Congo Brazaville and Angola.
ORGANIZATIONAL CONTEXT
The job holder will typically report to a Programme Policy Officer and at this level job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.
JOB PURPOSE
WFP approaches the challenge of climate change from the point of view of its impact on food security, hunger and under nutrition. About 40 percent of WFP’s operations already include activities to reduce disaster risk, build resilience and help people adapt to climate change. WFP developed various tools and approaches to support countries and communities to manage climate related risks and shocks and build resilience.
The Regional Bureau of Johannesburg is the first line of support and guidance to county offices in the region on a range of activities. This includes support of projects worth over USD 50 million in total including a grant from the Swiss Development Cooperation Agency worth USD 8 million, and a NORAD grant to support Forecast-based Financing projects. The incumbent will support the immediate activities and obligations of the Resilience team in the RBJ Programme Unit.
KEY ACCOUNTABILITIES (not all-inclusive)
The incumbent will play a key role in supporting country offices in the region on data analysis and monitoring of resilience projects aimed at achieving food and nutrition security. S/he will provide strategic, design and implementation support of WFP’s food security-related climate change and climate risk management project portfolios. S/he will work in close coordination within the Regional Bureau and Country Office relevant teams, the PRO-C team and other HQ teams as well as external partners working on climate change and relevant resilience programming in the region. Specific tasks will include:
Project Management
- Assist the project team to design effective, coherent and rigorous M&E systems (outcome and output monitoring, PDM, case studies) to inform strategic and programmatic decisions;
- Support on the analysis and reporting of regular monitoring data, in coordination with Regional office colleagues;
- Provide inputs to newly formulated programs to ensure all relevant corporate indicators are included and are aligned to the CRF including providing technical guidance on innovations in smallholder, livelihoods and food systems indicators;
- Assisting the RB and the project team to design, implement, monitor, and analyse budgets for new and ongoing projects according to the established corporate procedures and requirements;
- Monitoring commitments and expenditures of budgets and ensuring that utilization of funds is in accordance with guidelines and procedures for informed financial decision making to ensure transparent and efficient utilization of resources;
- Ensure data transparency and reporting the project and support the project team on the design and implementation of program reviews and evaluations;
- AOB related to financial issues to develop improvements to policies, systems, and procedures.
Evidence Generation
- Develop in-depth case studies of project approaches in collaboration with CO and HQ colleagues in-consultation with relevant colleagues from RBJ;
- Provide technical support on the use of qualitative and narrative analysis;
- Support the internal and external dissemination of information through regular fieldwork and Monitoring and evaluation activities and consolidate data and information on the implementation of market development activities from smallholder farmers in South Africa and livelihood programme beneficiaries;
- Collect and analyse field-level data and information received for accuracy and consistency for integration into external reporting;
- Based on the information and data gathered, write a monthly update highlighting activities across the implementing provinces to external audiences including developing infographics;
- Provide feedback and support to the programme policy officer – project lead on reporting requirements;
- Support the preparation of other reports and learning documents, including best practices;
- Keep existing visibility materials up to date and relevant, including fact sheets, brochures, resource updates and other publications;
- Any other duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education and minimum of a post-secondary certificate in a related functional area.
Languages: Working knowledge of English (proficiency/level C) and intermediate knowledge (intermediate/level B) of another UN official language (Arabic, Chinese, French, Russian and Spanish) is an added advantage.
