ORGANIZATIONAL CONTEXT

The National Programme Officer will work in the Emergency Response unit and in collaboration with the other units in the WFP CO and WFP Field Offices.

The prolonged conflict in Syria, now in its ninth year, continues to take a heavy toll on the Syrian population. Currently, 6.1 million are internally displaced (IDP), while 5.6 million people have sought refuge outside Syria. The 2019 Humanitarian Needs Overview (HNO) indicates that 13.1 million people need humanitarian assistance. In 2020/2021 an estimated 12.4 million are food insecure, % 60 percent of the population. WFP is a key actor in Syria supporting around 6 million people monthly with food assistance, nearly 5 million through general food assistance via its emergency response. WFP Syria is heading to a vast reform of its emergency response with an overall retargeting exercise that will encompass more than 1 million families. As well due to the economic downturn since October 2019, and the additional impact of COVID 19, WFP will not only maintain its large emergency response, but it might also even have to expend it based on additional needs at household level.

The Syria Emergency Preparedness and Response (EPR) Unit requires staff to support the Unit with its programme activities in Syria.

JOB PURPOSE

To provide support to the Emergency Preparedness and Response Unit and activities that effectively meet food assistance needs.

SUPERVISION RECEIVED

This post follow under the direct supervision of the Programme Policy Officer for the EPR unit and under the general supervision of the Head of Partnerships and EPR Unit in the country office.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the job holder will be responsible for the following duties:

  1. Provide support to the operational management of the General Food Assistance (GFA) programme.
  2. Provide dedicated and sustained support to field offices to strengthen the FO response/implementation capacity as related to GFA activity.
  3. Coordinate and support management of the North-West Syria Crossline Operation.
  4. Coordinate and manage SARC partnership with SARC HQ. This includes supporting with the regular follow-up with the SARC HQ and WFP FOs on various tasks and issues.
  5. Lead on the process and coordination for the preparation of SARC Field Level Agreement (FLA) planning and review processes.
  6. Support with research and analysis of policy and operational issues as related to development of policies, programmes, and activities.
  7. Contribute and support the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of any crisis. including prepositioning and monitoring of Ready to Eat rations.
  9. Liaise with internal counterparts to ensure effective collaboration and support required for EPR activities.
  10. Act as a point of contact for resolution of general operational queries and issues.
  11. With the support of the team, ensure corporate reporting requirements are completed and met on time.
  12. Follow up on findings reported by the Monitoring team to ensure the GFA activities in FO follows WFP standards and in line with WFP Syria strategy.
  13. Support the capacity building of WFP staff (including FO GFA focal points), partners and national government to prepare for and respond to food assistance needs.
  14. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  15. Act as OIC in the absence of the Programme Policy Officer EPR.
  16. Any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

With an Advanced University Degree: At least 1 year of responsible postgraduate relevant professional experience in a relevant field of work.

With a First University Degree: At least 3 years of responsible postgraduate relevant professional experience in a relevant field of work.

Language: Fluency in both oral and written communication in Arabic and in English.
