ORGANIZATIONAL CONTEXT
Integrated Climate Change Adaptation and Resilience Building is one of the key and long-term priorities of WFP in Mozambique.
Mozambique CO has recently launched its new, second generation, Country Strategic Plan (2GCSP – 2022-2026) which is aligned with national and UN priorities (e.g., Sustainable Development Goal 2) and represents an opportunity to reverse the deteriorating food security and nutrition situation of recent years.
WFP will apply appropriate, risk-informed resilience-building approaches across the triple (humanitarian–development–peace) nexus, saving lives in emergencies while changing lives by assisting populations to adapt and improve their livelihoods, and better withstand recurring shocks.
Under Strategic Outcome 3 (SO3 – Activity 3) intends to provide an integrated package of support to enhance climate-adaptive food systems with a special focus on the engagement of women and young smallholder farmers. Along with focus on resilience building, WFP will also work on integration of nutrition concerns and gender equality throughout this portfolio.
SO3 has developed a strategy that aims to provide a comprehensive package to vulnerable and smallholder farmers to improve their coping capacities to climate change and gain a more meaningful role in the economic development of the country.
JOB PURPOSE
The purpose of this assignment is:
- To assist in the engagement of the SO3 team in the proper actualization of the SO3 strategy;
- To support the integration of on-going actions started under two different activities (ex-Act. 2 & ex Act. 6) during the previous CSP (Country Strategic Plan);
- To collaborate with Activity 1 to strengthen the triple nexus approach in North Mozambique;
- To oversee the implementation of actions and their reports;
- To assist in the design of high-quality programme/project proposals in close collaboration with relevant Ministries at National and Provincial level.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the overall guidance of the Head of Programme and the direct supervision of the Activity 3 Manager, the incumbent will undertake the following tasks:
1. Assist in the definition of a roadmap for the actualization of the SO3 strategy jointly with relevant Ministries;
2. Provide quality strategic and technical assistance on policy and capacity strengthening support;
3. Provide project management support and provide technical oversight to selected on-going SO3 initiatives, ensuring coordination and integration with other WFP Mozambique programme activities;
4. Coordinate joint actions with Activity 1 on triple nexus in North Mozambique;
5. Support the creation of synergies with other WFP and not-WFP initiatives on the same thematic and geographical areas;
6. Assist in the enhancement of WFP’s leadership status in forums relating to Climate Change Mitigation and Adaptation;
7. Coordinate operational research and evidence building on issues relevant to SO3 thematic areas;
8. Assist in the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use;
9. Design and coordinate assessments, surveys as well as concept notes and programme/proposals;
10. Support Activity 3 manager in long term resource mobilization for projects and programs at country level;
11.Perform Other duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Economics, Rural Development, Climate Change Adaptation, Social science, Development studies or a field relevant to international development assistance.
Master's Degree in in any of the above fields or relevant to the position (is an advantage).
Experience: At least Six years of professional progressive professional experience in Economics, Rural Development, Climate Change Adaptation, Social science, Development studies or a field relevant to international development assistance.
At least Three years of post-graduate professional experience, progressively responsible work on designing and implementing interventions at national or community levels focusing on climate change adaptation, climate and disaster risk management, or related area.
Direct experience on climate change, rural development, socio-economic, research and M&E are essential.
Experience with WFP and other relevant UN Agencies is considered an asset.
Language: Fluency (level C) in both English and Portuguese Language.
