General Position Summary

The Gender Advisor will provide technical support and direction in program design, implementation, quality assurance and strategy development. The Gender Advisor will support the country's program to mainstream gender sensitive approaches across a variety of interventions, including but not limited to water protection, income generation, good governance, civic engagement and political participation. As a member of the Performance and Quality (PAQ) unit, the Gender Advisor will work with Program Managers to provide technical support in meeting both agency and donor gender minimum standards and ensuring safe, dignified and inclusive delivery of program services.

Essential Job Responsibilities

Gender Technical Support, Strategy Development and Impact
  • Develop gender priorities and establish a capacity building/coaching strategy to advance gender outcomes/vision as an integral aspect of program management.
  • Coach new and ongoing program staff on gender policies, procedures and best practices.
  • Support and advise on the development of assessments, monitoring and analyses that are gender sensitive and that outcomes are gender transformative.
  • Advocate for, and assist in, the integration and mainstreaming gender analysis within all programs, including ensuring assessments, research and evaluations.
  • Through participation in cross-department collaboration, provide technical assistance to teams to ensure gender is mainstreamed across all country programs
  • Conduct frequent supervisory visits to the field to monitor project implementation and ensure project quality and support staff to reflect and iterate based on ongoing feedback.
  • Conduct assessments; write case studies, learning documents; work with the global TSU to develop internal and external dissemination plans for all products.
Gender Program Development & Quality Assurance
  • Provide gender (and protection) input in the proposal development/design process (including log frames, MEL tools, proposals and budgets) to ensure protection and gender are mainstreamed across programming
  • Coach program staff to better design, implement and monitor programs in a manner that meets each sector's best practices and industry standards in gender and protection.
  • Ensure the effective design and integration of gender sensitive monitoring and evaluation systems (including SADD) and protection monitoring methodologies into all stages of the project; that output and impact data are captured, and data is used to optimize program quality
  • Assist teams in using vulnerability frameworks and targeting that enable inclusiveness and help teams to identify individuals and households with specific needs.
  • Support the implementation of quality assessment and update Gender SOPs; coach staff on procedures and policies.
Representation and Coordination
  • Develop and maintain effective working relationships with all stakeholders in the Jordan country team to enhance cooperation and coordination.
  • Attend gender and protection coordination meetings and/or represent Mercy Corps in other relevant forums and ensure that information is shared internally and with other sectors, as appropriate; contribute to thought leadership in this area of expertise.
  • Identify and nurture strategic partnerships with other organizations/institutions in the country.
  • Serve as the focal point for regional and agency wide gender and protection policies.
  • Cultivate buy-in, promote champions, and elevate gender and protection issues as a priority among team members and stakeholders.
  • Contribute to MC country and global campaigns promoting successes and best practices in advancing gender.

  • Ensure activities promote gender equity by applying Do No Harm and Mercy Corps’ Gender Equity policy.
  • Participate in internal office coordination and planning meetings and workshops.

  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Knowledge and Experience

  • A university degree in International Development, Gender Studies, Social Works, Business Management or other related fields. Master’s degree is preferred.
  • A minimum of 6 years of experience in international development work in gender-related programming, with a minimum of three years in field postings; experience working with displaced populations strongly preferred.
  • Substantial experience conducting training, doing analysis and program integration.
  • Experience in gender-transformative interventions.
  • Demonstrated experience in cultivating/securing partnerships for scaling up/replicating interventions, including experience in social enterprise or business strategies for socially-minded efforts
  • Fluent in English and in Arabic preferred
  • Strong interpersonal skills with the ability to communicate (verbally and written) and negotiate clearly and effectively. Tact, diplomacy and cultural awareness are essential.
  • Strong proficiency in Microsoft Office applications including Excel and Word

Living Conditions / Environmental Conditions

The position is 100% based in Amman. This position may require 25% travel to other locations within Jordan. The Gender Advisor must follow all security protocols at all times.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit to a field posting.
