ORGANIZATIONAL CONTEXT

This role is based in Yemen Country Offices. Job holder will report to the Head of Security with an oversight by the DCD Enabling Services. S/he will operate in an environment with high complexity of security. The job holder will supervise national Security staff and often will act as Officer-in-Charge in absence of the Head of Security. Frequent travel within Yemen is expected.

JOB PURPOSE

To support the provision of technical advice, guidance and management of WFP’s security operations to enable the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities and facilities.To support the provision of technical advice, guidance and management of WFP’s security operations to enable the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities and facilities.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Keep up to date with and advise upon regional and local security developments and issues and the potential impact upon WFP activity to inform security and operational activities.
2. Provide technical advice, guidance and support e.g. operational security requirements, security assessments and plans to country offices to strengthen the capacity within security management and crisis readiness and preparedness, contributing to the development of country strategy, policies and planning.
3. Provide leadership of a security team, ensuring the effective management of all security activity and resources to support country office programmes and operations.
4. Ensure the development and maintenance of an effective security management communications system to enable rapid and co-ordinated security activities.
5. Identify and build productive relationships with government agencies and national partners to align activities and optimise the best protection for staff, activities and facilities.
6. Represent WFP at national and inter-agency meetings e.g. security coordination cells to contribute to technical discussions and exchange of knowledge and experience and advocate for the WFP position.
7. Work in close collaboration with internal counterparts and external partners to align security activities with wider programmes.
8. Support the maintenance a regional security network among WFP security personnel.
9. Identify potential security training and development opportunities and needs and facilitate training sessions as required to build the security capabilities of WFP and external partners.
10. Oversee and prepare accurate and timely reporting e.g. mandatory ODF reports that enable informed decision making and consistency of information presented to stakeholders.
11. Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation and information as required to support the assessment of activity impact.
12. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
13. Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of risks.
14. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

STANDARD MINIMUM QUALIFICATIONS

Education:

You have:

  • Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.

Language:

You have,

  • Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

MORE ABOUT YOU

  • Experience of not less than 2 years working in Yemen as a Security professional
  • Good knowledge of the Yemen context and related actors/stakeholders
  • Ability to swiftly analyze security situations or threats, anticipate possible risks and recommend to the Senior CO management options
  • Ability to articulate with professional skills security matters at various security forums.
  • Has advised on regional and local security developments that impact upon WFP’s security and operational activities
  • Has provided support in the provision of technical security operations advice to strengthen the security management function of WFP and contributes the development of country strategy, policies and planning
  • Has managed teams of staff with somewhat varied areas of expertise
  • Has developed considerable exposure of managing resources in the STLDU or Operations and some experience of managing resources at HQ
  • Has gained considerable experience in one or two operational areas
  • Has gained experience in at least one other functional area within WFP

TERMS AND CONDITIONS

  • This position is required for 1 year with a possibility of extension up to 4 years subject to the operational needs and availability of funding in Yemen Country Office.
  • A limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period, to a max of 4 years.
  • WFP offers an attractive compensation and benefits package in line with ICSC standards (https://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
  • The position is based in Sana'a, Yemen and the selected candidate will be expected to relocate
