KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Sr. Programme Associate (M&E) and the overall supervision by Head of Programme and the Head of Field-Office in Maungdaw, the incumbent will perform the following duties: –

  • Provide technical support and assist in the development and implementation of CEM system within the specific area of work supporting alignment with wider programme policies, and
  • Provide guidelines such as receiving regular cases through CEM helpline, data entry & register it in SugarCRM and refer to the focal point of action for case closure.
  • Provide specialized CEM management support to specific and/or defined programmes to ensure that the various activities are performed within the established WFP’s CEM policies and procedures.
  • Provide regular feedback and response to the community on action taken through feedback letter or home visit.
  • Coordinate with the activity focal for monthly distribution data for MDR submission and FRN for subsequent entry into the COMET system and produce system FRN for food release for every month.
  • Collect and compile monthly field visit tracking sheet from all staff and conduct regular data entry for Monitoring Tracking (mTRACK) as well as monthly data entry for Executive Brief.
  • Maintain information records and monitoring plan documentation, such as records of commodity movements and programme checklists, in order to assist in the effective delivery and distribution of food items, cash, or non-food items.
  • Provide feedback to the FO management on effectiveness of programme (including community needs are being met, targeted villages/projects are matched with operational guidelines, households/beneficiary or participant selection is in line with designed criteria, and the beneficiaries are receiving right quantity/quality of food or cash).
  • Receive and collate comments and feedback from cooperating partners, FMCs, and beneficiaries to support identifying programmatic issues with a view to fostering efficient operations.
  • Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
  • Make proper plan and conduct Distribution Monitoring (DM).
  • Collect baseline and end-line information such as Food Consumption Score (FCS), Community Asset Score (CAS). Conduct project outputs and outcomes through Post Distribution Monitoring (PDM).
  • Act as alternative M&E Focal Point to ensure that all M&E related records and reports are regular consolidated and updated.
  • Follow set emergency response processes and procedures for emergency food assistance.
  • Assist, occasionally, in programme activities such as beneficiary and projects identification exercises, village profiling and others.
  • Perform any other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience: Six or more years of responsible Programme experience including in emergency settings, especially in coordination with the various stake holders

Language: Fluency in both oral and written communication in English and Myanmar and local dialect is also an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has worked with technical teams (i.e. nutrition, Relief, VAM, etc.).
• Has contributed to implementation of programmes.
• Has observed or assisted with policy discussions.
