ORGANIZATIONAL CONTEXT
The conflict in Syria has entered its 11th year, taking a devastating toll on the lives of the Syrian people. Soaring food and fuel prices, stagnant salaries, loss of livelihoods, depletion of livelihood assets, and reduced food production have led to widespread food insecurity across the country. According to the latest Humanitarian Needs Overview, there are over 12 Mio people unable to meet their basic food needs and close to a further 2 Mio people at risk of falling into food insecurity.
In recognition of the varying needs of the population, WFP has consistently diversified its portfolio of interventions over the past 4 years and expanded activities with a medium/longer-term objective, aiming to mitigate the longer-term impacts of the crisis, including the erosion of livelihoods and household resilience. WFP Syria’s resilience strategy includes four main pillars: (i) community-based asset rehabilitation, complemented by food for asset activities following an area-based approach (ii) Food for Training (iii) restoration and enhancement of food value chains, in particular the bread value chain (iv) technical assistance to the national social protection system.
WFP’s resilience strategy in Syria is aligned with nationally coordinated priorities across agencies as documented in the Humanitarian Response Plan (HRP) and the UN Strategic Framework (UNSF). The strategy is also informed by needs identified by various ministries, including the Ministry of Agriculture and Agrarian Reform (MAAR); the Ministry of Water Resources (MoWR); the Ministry of Internal Trade and Consumer Protection (MoITCP) and the Ministry of Social Affairs and Labour (MoSAL).
JOB PURPOSE
The selected candidate will be reporting to the Food for Assets and Food for Training Programme Policy Officer and work under the overall guidance of the Head of the Resilience, Livelihoods and Social Safety net Unit.
He/she will provide effective and specialized support, technical analyses, and potential entry points to policy and programme activities that enhance food security status of vulnerable households and communities.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Participate in the identification, formulation, and preparation of livelihood and resilience activities and work plan proposals in line with Livelihood and resilience strategy.
2. Review and comments on Cooperating Partners’ livelihood proposals and budgets.
3. Provide technical programme support and capacity building for WFP field teams in the design and implementation of livelihood activities in line with ICSP and WFP Syria’s Livelihood and Resilience Strategy;
4. Provide technical and operational guidance to Cooperating Partners in development of livelihood projects, and follow-up with Field Offices on the progress of the implementation of Livelihoods activities by Cooperating Partners;
5. Ensure the implementation of the Livelihoods programme through all stages of the project management cycle, with a focus on the achievement of results and quality of activities;
6. Participate in developing relevant manuals and programmatic guidance as required;
7. Liaise with the M&E unit to strengthen and maintain monitoring and evaluation system, including an effective field reporting system that will enable measurement of progress at output and outcome levels;
8. Liaise with internal units including finance/administration, engineering, procurement and human resource to ensure adequate support for all project activities;
9. Act as a point of contact for resolution of a range of operational queries and problems within Country Office Livelihood Unit;
10. Working with other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines;
11. Prepare evaluation reports for potential national partners for livelihoods activities, and support Field Offices in the same;
12. Other as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Education : Completion of secondary school education. A post-secondary certificate in the related functional area
Language : Fluency (level C) in English language and Arabic
Experience : Minimum 6 years or more of progressively responsible technical work experience in livelihood and early recovery programming, programme management, Rural development, and climate change analysis and solutions a plus
