ORGANIZATIONAL CONTEXT
These roles are likely to be found in Headquarters (HQ), Regional Bureau (RB), Country Offices (COs). In HQ, job holders report to the Chief of Aviation or designate. In RBs or COs, job holders report to the Regional or Country Director or the designate. Job holders are likely to be supporting or operating across multiple Aviation field operations in a complex operational context where the aviation security risk in meeting food assistance needs is low to Very high. They are likely to lead mid-size or small teams and be an expert individual contributor.
The Aviation Security (AVSEC) Officer will collaborate and work in partnership with international and national aviation partners, NGOs and civil aviation authorities to enhance aviation security outcomes and solutions for the area of assignment. He/she will work closely with aviation staff, WFP field security teams and Humanitarian-Military Interaction Teams.
As such, the job holder is expected to have expert knowledge and experience in Aviation and field security settings with highly developed complementary coordination and leadership skills.
JOB PURPOSE
Management and development of the WFP Global Aviation Security (AVSEC) Framework and Programme, in accordance with ICAO SARPS /UNAVSTADS/WFP Air Transport Procedures and Aviation Policy. To, support aviation management in AVSEC-related matters including the planning of projects, operational risk management, and measures for effective delivery of the aviation security programme for WFP personnel, clients, other stakeholders, and facilities. The role will also support WFP’s aviation mission to attain efficient, cost-effective, and reliable access to locations in need of humanitarian assistance through guidance and support to the aviation operation across the region and/or to the project in countries with medium or very high-risk aviation environments (including conflict or post-conflict areas).
QUALIFICATIONS AND KEY REQUIREMENTS
EDUCATION:
- Advanced University Degree (Master’s degree or equivalent) in Aviation Security Management;
- And ICAO AVSEC PM diploma;
- And Health and Safety Management diploma or higher (e.g., Nebosh, ASSP, or another accredited organisation with an applicable standard); Or Aviation or Operational Risk Management diploma or higher (e.g. IATA, ASIS or another accredited organisation with an applicable standard) Or Lead Auditor in Quality Management Systems (ISO9001+ Standard or equivalent)
EXPERIENCE:
- Minimum of eight (8) years of professional Aviation Security management and/or experience in humanitarian aviation with a Humanitarian organization, with at least four (4) years in Aviation Security management.
LANGUAGE:
- Fluency (level C) in the English language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language
KEY ACCOUNTABILITIES (not all-inclusive)
- Lead, plan, and manage the development of the AVSEC strategy and standard operating procedures across the area(s) which encompasses WFP global aviation policies and tools; thus, ensuring that aviation objectives are accomplished in a timely fashion and are aligned with the strategic goals and mandate of WFP aviation services in line with the WFP Air Transport Manual, UNAVSTADS and ICAO’s Standards and Recommended Practices (ICAO/SARPS).
- Develop and monitor key performance indicators to support strategic planning and act as a Focal Point for coordinating and providing high-level advice and guidance in relation to aviation security management.
- Be accountable to the Chief of Aviation ensuring that all required AVSEC WFP strategies, security measures, systems, and programmes are established and aligned.
- Interpret UNSMS/WFP security management policies, rules, and procedures that are adaptable or applicable to support AVSEC programmes outcomes and objectives.
- Collate, analyze, oversee reporting, and disseminate information and intelligence on AVSEC occurrences, hazards, and other related AVSEC matters.
- Oversee and lead technical support to aviation deconfliction procedures, mechanisms, and standards for WFP flights at global/regional levels.
- Support preparedness actions by providing technical guidance and monitoring the management of specific aviation risks (ARM) to enable WFP to efficiently provide passenger services, relief supplies, and emergency medical and security evacuations at the onset of a crisis.
- Provide leadership and mentorship to the AVSEC unit ensuring effective management of the AVSEC activities and resources as required for the AVSEC programme and system.
- Manage and oversee, as the subject matter expert and Focal Point, the Drug and Alcohol Management Programme.
- Build productive professional relationships with stakeholders, including WFP AFOs, WFP Security, senior managers, other UN agencies, air operator certificate holders, professional aviation organizations, and regulatory authorities.
- Plan, and participate in aviation security missions, assessments, and inspections to countries to identify country-specific issues and develop relevant strategies and solutions.
- Take responsibility for an equitable and inclusive workplace that incorporates all dimensions of the WFP diversity and inclusion framework.

OTHER SPECIFIC JOB REQUIREMENTS
- Maintain and support the internal quality control system and ensure that all relevant AVSEC records are retained as required.
- Advise and/or plan AVSEC training needs and staff development opportunities to build the required capabilities of WFP staff and external partners/stakeholders to ensure field operations are supported by competently trained personnel.
- Provide technical support and guidance throughout the recruitment process of Aviation Security candidates including interviews, background vetting, and technical competencies assessment.
- Assign performance perimeters and indicators and evaluate AVSEC officer performances (PACE) in collaboration with the Chief Air Transport Officer or delegate.
- Provide support and guidance in the career development of Aviation Security Officers in accordance with SCOA and the country’s objectives.
- Plan and provide strategic guidance in the development of national staff for capacity building of the countries Aviation Security Programmes and aviation framework.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
- Be responsible for the AVSEC budgetary requirements and oversight of expenditures.
MORE ABOUT YOU
- Highly experienced in a regulatory Civil Aviation Authority or body as an AVSEC specialist providing advice on AVSEC issues, conducting, or performing audits, inspections, certification, incident investigations, crisis planning emergencies, and risk management in regulatory framework.
- Expert knowledge of diverse international Aviation security management practices preferably with authoritative knowledge of concepts and principles relating to a specific area of specialism.
- Highly experience in managing the AVSEC-related risk preparedness process from aviation risk identification and analysis to contingency planning.
- Experience in the design and delivery of AVSEC training in multi-diverse cultural contexts.
- Experience in the design and delivery of Drug Alcohol Management programmes in aviation context.
- Senior Management experience with multicultural, geographically spread teams, cognizance of cultural diversity, with related areas of expertise and/or providing oversight on services and expert advice on a range of corporate/regional AVSEC security issues.
- Ability to assimilate and analyze complex issues using independent judgment and anticipate potential operational impact to create effective organizational policy and planning recommendations for the area of operation.
- Excellent negotiation and motivational skills, with the ability to influence at mid to senior levels within the organization.
- Excellent calibre of communication skills with the ability to create clear, influential messages from complex data.
- Extensive experience in conflict and post-conflict countries is desirable.
