BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Food Security Information Network (FSIN) is a multi-partner initiative co-sponsored by FAO, IFPRI, FEWSNET, JRC, IPC and WFP for exchanging knowledge and best practices on food security and nutrition analyses. Its Secretariat is based in the Research, Assessment and Monitoring (RAM) Division, located at WFP Headquarters in Rome, Italy.

The FSIN main activities consist of:

  1. Facilitating global and regional analytical products, such as the annual Global Report on Food Crises (GRFC) and its by-products and updates with 17 partner organisations;
  2. Supporting activities related to data and information gaps; and
  3. Facilitating support to regional or national food security information systems.

The food security and nutrition officer will contribute to the work of the FSIN Secretariat and report to the Food Security and Nutrition Technical Coordinator.

ACCOUNTABILITIES/RESPONSIBILITIES:

In collaboration with the FSIN Secretariat team and partners/co-authors of FSIN publications, the incumbents’ responsibilities will include:

  • Lead technical discussions and build relationships with 17 partner organisations to facilitate consensus-based decision-making for the FSIN analytical products, including the GRFC;
  • Coordinate GRFC Technical Working Groups as requested to forward technical processes for the GRFC analytical products, in particular on nutrition and displacement;
  • Support the identification and validation of data with key partners, notably IPC, UNICEF, UNHCR, IOM and WFP, in particular regarding nutrition and displacement;
  • Develop technical outputs to be presented to the GRFC Senior Committee and help lead the GRFC Technical Consultations, for nutrition and displacement-related coverage in particular;
  • Identify opportunities for improving FSIN data and technical processes, analysis coverage, report relevance, analytical rigor and quality of report content, and implement lessons learnt;
  • Conduct qualitative and quantitative research on major food crises and associated topics as requested for FSIN analytical products, including the GRFC;
  • Lead the drafting of country, regional, and global analyses for FSIN analytical products as requested;
  • Support the technical review and quality assurance checks for FSIN analytical products to ensure content, consistency and language are held to FSIN standards;
  • Strengthen relationships with FSIN partner organisations, countries and regions including joint product development and technical support;
  • Support the development of dissemination material (eg Powerpoint presentations for various audiences and fora; factsheets and expanded summaries for technical audiences);
  • Support the elaboration and/or revision of technical guidance notes;
  • Provide support to the planning, organization and implementation of any other FSIN activities.
  • Any other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

Main deliverables will consist of significant contributions to the FSIN publications and events, such as:

  • The Global Report on Food Crisis 2023
  • Food security and nutrition data-related analytical products as requested
  • Technical support provided to key partners

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Master’s degree in food security, nutrition, economics, public health or related field.

Experience:

At least six to eight years of professional experience (preferably in an international context) preferably in food security, nutrition and or displacement analysis, data analysis, and research. Experience coordinating multi-partner working groups is essential. Experience in contributing to multi-stakeholders’ technical publications would be an asset. Experience with the FSIN multi-partners working groups would be an advantage.

Knowledge and Skills:

  • Strong writing skills and ability to translate technical documents into easily understood material;
  • A proven track record of data analysis and data management;
  • Capacity to assume leadership over key work streams such as drafting and data analysis;
  • Experience leading technical working groups and facilitating consensus-based decision-making;
  • Strong understanding of food security and nutrition analysis and approaches in developing countries, especially IPC AMN analyses, MICS and SMART surveys;
  • Proven ability to work independently and deliver work under tight deadlines
  • Strong coordination skills and experience managing partnerships; and
  • Ability to work in a small team and establish good working relationships with people from different cultural backgrounds.

Languages:

Fluency (spoken and written) in English, and competency in French, Spanish or Arabic is an advantage.
