Livelihoods & Food Security (LFS) Coordinator – National Position
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours' notice when a crisis occurs.
The purpose of the Livelihoods Coordinator position is to coordinate the implementation of delegated aspects of the Livelihoods and Food Security (LFS) Core Competency project portfolio in camps and informal settlements for NRC’s Syria Response Office, Northeast Syria Area Office covering Ar-Raqqa and Al-Hassakeh governorates. The position holder is expected to follow NRC’s standards, procedures, and guidelines for project governance applicable to the projects. S/he is also responsible for the overall planning and coordination of all LFS interventions, either directly within the LFS CC or as an integrated approach across other CCs and across the Area Office.
Generic responsibilities
Line management of LFS project field staff
Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies
Contribute to LFS strategy development, and project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programmes
Manage and implement a delegated portfolio of LFS projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
Provide regular progress reports to PM (AM and LFS if no PM)
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Promote and share ideas for improvement and necessary changes in the activities
Ensure capacity building of project staff and transfer key skills
Liaise and collaborate with relevant local authorities and other key stakeholders
Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
Programme Development:
Identify information gaps and conduct necessary assessments (market assessments, mapping, needs assessment), contribute to the analysis, and develop recommendations for market-based livelihood programming based on findings.
Support PDM to develop linkages with relevant service providers and other relevant stakeholders.
Contribute to designing projects and monitoring mechanisms relevant to NRC’s Livelihoods and Food Security strategy.
Programme Management:
Lead the start-up and coordinate the implementation of Livelihoods and Food Security activities
Budget management for all the LFS projects/portfolios implemented in the Area.
Ensure programmatic quality through constant monitoring of project activities.
Document lessons learned and best practices.
Develop required tools or processes with technical support from PDM to support the delivery of assistance.
Ensure compliance with all reporting requirements.
Ensure a participatory Approach throughout the project cycle.
Oversight of targeting and verification approach for various activity streams.
Support on development and use of internal and external referral mechanisms.
Support in the development of lessons learned to improve the implementation of program activities.
Logistics, Finance, and Human Resource Management:
Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the LFS team (including supply chain management).
Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans per project and ensure the same is shared with relevant support colleagues.
Performance management of all direct reports, including regular 1:1 meetings and completion of work and development plans.
Ensure all new team members are adequately briefed on arrival and departing team members are debriefed.
Responsible for ensuring capacity development and training of all LFS personnel.
Support identification of financial service provider(s).
Coordination and Representation:
Establish strong working relationships with targeted communities, including local leaders, and identification of local focal points through field teams.
Coordinate and collaborate with Education PM for tailor-made design and implementation of appropriate business-focused training, and soft-skills training.
Represent NRC in relevant coordination meetings. Contribute to the development and strengthening of regional coordination and programs.
