BACKGROUND AND PURPOSE OF THE ASSIGNMENT
WFP, on behalf of the Government of Somalia, is implementing a national safety net project with coverage extending to approx. 220,000 households (approx. 4.8 million people) in Somalia. Alongside the delivery of cash transfers through WFP, the Government of Somalia is putting in place a Unified Social Registry (USR) to better inform their future sectoral planning. WFP has received additional funding to support the household registration intake of the USR. The USR data collection will be based on a household-level survey method.
JOB PURPOSE
WFP Somalia Country Office is looking for an IT solutions Officer to be based at the country office in Mogadishu, Somalia. As the data service lead, the incumbent will provide oversight and technical support to the data collection firm and closely interact with other unified social registry stakeholders.
Additionally, the role will involve extensive analysis of data by focusing on the use of internal and external data for evidence-based decision support by looking at historical trends, current data and predictions. Through a range of data-driven products, the Data incumbent will help and collaborate with different Units to identify and communicate facts, trends, and patterns to support evidence-based decision-making. As part of the programme team, this position will report to the programme policy officer (Social protection)
WHAT WILL YOU DO?
- Develop and deploy IT systems aligned with business needs ensuring compliance with WFP IT policies, procedures and overall information management strategy.
- Design, develop and continually improve the Country Office analytics and reporting from local and corporate data sources.
- Design, build and continually improve dashboards ensuring compliance with Corporate and best practice data visualization standards and frameworks.
- Perform user management and support functions; manage and coordinate business unit data needs working closely with, supporting and capacity-building their appointed data focal points; draft and update user management standard operating procedures.
- Seek out and strengthen collaboration with peers including the local Solutions & Business Engagement focal point, regional data coordinator and HQ teams among other relevant stakeholders to ensure the Country Office data service is effective, efficient, secure and robust.
- Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality
- Contribute to the identification of business needs and the development of new or improved systems or solutions that help WFP reach its objectives.
- Install, configure and customize IT systems, integrate and migrate data between systems ensuring compliance with WFP’s IT standards, guidelines and procedures.
- Adhere existing applications to WFP standards and follow the entire release process providing early life support managing incoming developments; maintain and support these solutions for proper use.
- Provide support to users, analyze and resolve issues and enhance IT systems following IT policies, procedures and standards.
- Deliver training on new and existing IT functionalities and provide continuous user support for capacity building.
- Contribute to technical specifications supporting the procurement of IT products and services following WFP rules and regulations.
- Work with a Data Analyst to collate and analyze data to contribute to the preparation of accurate reports on IT activities, investments and costs, identifying ideas to increase cost efficiencies where possible.
- Represent WFP in the technical and coordination meetings with the USR stakeholders
- Develop train training of trainers on the data collection tool/application and assist with the updating of data collection devices with the developed application.
- Liaise with vendor technical teams and coordinate existing and new software developments by providing SDLC technical recommendations and guidelines.
DO YOU MEET THE MINIMUM REQUIREMENTS?
Education:
- Advanced university degree in Computer Science, Engineering or other relevant field, or First University degree with additional years of related work experience or training/courses.
Experience:
- Minimum 5 years’ experience in the development of information systems, applications, and/or databases.
- Experience in reporting and costing TEC investments to facilitate stakeholder decision-making.
- Demonstrated experience in developing data collection tools and quality assurance mechanisms.
- Demonstrated experience in planning and overseeing nationwide data collection and providing technical backstopping to operational teams and counterparts.
Knowledge & Skills:
- Advanced training and/or experience in software development, business analysis and client support.
- Proven presentation and strategic relationship-building skills.
Language:
International Professional: Fluency (proficiency/level C) in the English language.
