ORGANIZATIONAL CONTEXT

On 18 November 2020, the WFP Executive Board approved a Disability Inclusion Road Map for 2020-2021 along with an associated Resource and Implementation Plan. It is WFP’s first attempt to ensure a coherent and corporate approach to this important issue, one that is grounded in the UN Disability Inclusion Strategy (UNDIS), the Convention on the Rights of Persons with Disabilities, the 2030 Agenda, and the IASC frameworks.

As such, this is an important tool to fulfil WFP’s mandate of “Saving Lives, Changing Lives.” The UNDIS requires a shift in thinking from Disability Inclusion being only relevant for WFP’s programmes. Disability Inclusion needs to be factored into all aspects of WFP’s work – procurement, human resources, capacity development, partnerships, engineering and management services, etc.
The Road Map includes a range of corporate commitments, including the piloting of said commitments in the Regional Bureau for Asia and the Pacific (RBB).

To monitor progress against corporate commitments, a Steering Committee Chaired by WFP’s Deputy Executive Director and comprised of of WFP’s Leadership Group and the Regional Director, RBB along with a Working Group chaired by the Director, PRO, have been established.

WFP is establishing a plan of work to develop its upcoming Strategic Plan (2022–2026), in which disability inclusion will be reflected. Accordingly, the Road Map will operate through 2021, with the intention that it will be updated and renewed in the Strategic Plan (2022–2026) cycle and align with the remaining period of the 2019–2024 UNDIS.

JOB PURPOSE

To deliver against the above, the Programme and Policy Division – Humanitarian and Development (PRO) is acting as the Secretariat for the corporate approach to DI and supporting the work of the Steering Committee and Working Group. To ensure coherence and consistency, a Disability Inclusion Advisor will be hired to provide strategic, technical and operational services to the DI Steering Committee and Work Group. Reporting directly to the Director of PROP, and working closely with the Deputy Director, PRO, the incumbent will be responsible and accountable for the following:

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide advisory support to the AED WPC so as to ensure that WFP delivers to its corporate commitment on DI.
  • Provide expert technical advice to Senior Leadership within the Steering Committee on issues related to DI and the implementation of WFP’s Road Map.
  • Ensure that the AED WPC and Director of PRO are duly briefed ahead of EB sessions and DIWG /DISC meetings which take place on a bi-monthly and quarterly basis, respectively.
  • Provide authoritative expertise, advice and guidance to the technical focal points of the DIWG to ensure that the commitments laid out in the different key result areas of the Road Map are being implemented.
  • Directly communicate with the Executive Office (Disability Team) of the Secretary General on the UNDIS yearly reporting.
  • Assist, guide and support the different COs on DI-related issues and implementation of the Road Map (including through holding webinars).
  • Represent WFP in relevant inter-agency bodies and networks (e.g., UNDIS Focal Points Network; Reference Group on Inclusion of Persons with Disabilities in Humanitarian Action; FCDO-UN SBC; Protection Task Force of the gFSC).
  • Manage a small team at HQ level (the DI Secretariat) comprising of one Disability inclusion Officer and a Technical Disability Inclusion Specialist.
  • Manage a Partnership with Trinity College Dublin comprising of two academic researchers and a Partnership with CBM IAG operating the Disability Inclusion Help Desk: and
  • Monitor DI funding for the Road Map and develop opportunities for additional fundraising post-Road Map.

KEY REQUIREMENTS AND QUALIFICATIONS

EDUCATION:

  • Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

EXPERIENCE:

  • Minimum 11 years of experience in the humanitarian or development field, with progressively increasing management responsibilities and postings.
  • Experience leading disability inclusion initiatives for large multilateral organizations.
  • Has gained experience leading multidisciplinary teams.
  • Has gained experience designing/managing operations.
  • Has experience shaping country-level operational strategies/partnerships.
  • Has led programme in country/region.
  • Has gained strategic managerial experience

LANGUAGE:

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese is desirable.

TERMS AND CONDITIONS

  • This is an International Professional position and is open to all nationalities.
  • Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years. The position is based in Rome, Italy and the selected candidate will be expected to relocate.
  • WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
  • The selected candidate will be required to relocate to Rome, Italy to take up this assignment
