ORGANIZATIONAL CONTEXT

Over the past 50 years, the Shipping Branch (SCOS) – has worked with all major shipping lines worldwide, establishing and maintaining strong relationships. As a result, many of these shipping lines have come to understand WFP’s crucial humanitarian mission and offer special terms and conditions to facilitate it.

SCO, centralized at WFP’s headquarters in Rome, handles all international cargo movements by sea. Anywhere from 50-75 percent of WFP’s food is transported to its final destination by sea, making ocean transportation a crucial link in WFP’s supply chain. As a reliable provider of cost efficient ocean transport services, WFP transports over 3 million metric tons of cargo every year (on average), and, on any given day, WFP has 20 ships at sea carrying critical humanitarian assistance for distribution in more than 80 countries. By working with a specialized and reliable network of shipbrokers and freight forwarders, WFP annually moves cargo from 120 loading origins to 75 discharge ports across five continents.

With such large quantities of food to be shipped at any given time from diverse locations around the world, careful planning, contracting and coordination are key to ensuring the quickest and most cost effective ocean transportation solution. When an emergency strikes, WFP has the capacity to divert its shipments at short notice to ensure that life-saving food arrives to those who need it – on time. Shipping experts are regularly deployed when and where needed to strengthen the capacity of emergency operations. WFP Shipping expertise is passed on through trainings to staff and others, including governments, NGOs, UN agencies and the wider humanitarian community, to help build experience and capacity in shipping and port operations, thus contributing to preparedness measures.

Through SCOS, WFP benefits from the European Naval Forces (EU NAVFOR) and Operation Atalanta, mandate to provide protection to WFP humanitarian shipments in dangerous waters. Since 2007, EUNAVFOR counter-piracy efforts have been instrumental in allowing WFP to sustain vital deliveries to Somalia and the wider Horn of Africa region without incident. As a service provider, SCOS offers innovative and comprehensive shipping solutions to the humanitarian community, such as chartering landing craft, heavy lift ships, supply vessels and passenger ships. Upon request of humanitarian partners, including NGOs and UN agencies, WFP also moves a variety of non-food items such as medical supplies, portable storage units, generators and vehicles.

KEY ACCOUNTABILITIES (not all-inclusive)

You will:

  • Conduct regular, qualitative and accurate Shipping freight and trend analyses for various statutory and external reporting purposes, properly consolidating/packaging them for various audiences.
  • Contribute to and/or undertake freight rate, funds management and other budget-related analyses for freight-related components of US In-Kind contributions, including Cargo Preference (stemming from US public law on Cargo Preference).
  • Lead review of new analytical reporting tools, in particular for freight analyses; suggest/perform statistical analyses as required and working with all Shipping teams to draft requirements for new reports or reporting tools.
  • Maintain direct oversight over all WFP Shipping freight obligations, payments and financials to ensure overall financial governance and fiscal responsibility in compliance with International Public Sector Accounting Standards (IPSAS). Manage monthly/quarterly/annual financial closures and related activities, including in response to Country Office requests.
  • Support management of shipping operations following standard processes and contribute, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  • Contribute to consolidation and planning of shipments, and to the management of operational aspects of all chartered and/or liner vessels, cargoes, including checking document readiness, loading and discharging operations and contracting of stevedoring services as applicable.
  • Contribute to supply chain activities and operations by providing technical support and guidance to other services, divisions and Country Offices, particularly for emergency response.
  • Contribute to the collection and analysis of data through market analysis, research and networking with colleagues, and contribute to recommendations for improvement of shipping operations.
  • Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a WFP-wide view of shipping activities that enables informed decision-making and consistency of information presented to stakeholders.
  • Support productive partnership building with supply chain colleagues and staff within the area of assignment to support efficient shipping operations.
  • Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiency of the teams.
  • Follow emergency logistics preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  • Where supervisory responsibilities apply, adhere to WFP standard performance management guidelines and practices to contribute to achieving service objectives and to promote staff learning and development.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

You have:

  • Advanced University degree in Transport Economics, Supply Chain, Shipping, Logistics or other relevant field, or First University degree with relevant logistics qualifications or additional logistics experience in port, freight forwarding and shipping operations.

EXPERIENCE:

You have:

  • At least Three years of postgraduate progressively responsible professional experience in commercial or humanitarian transportation sectors, dealing with shipments and clearing imports/exports

LANGUAGE:

You have:

  • Fluency (level C) in the English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

MORE ABOUT YOU

You have:

  • Experience in conducting ocean freight analyses.
  • Experience in cargo tracking and working with transport management systems in Logistics Execution or stock management.
  • In-depth working knowledge with SAP-based applications.
  • Experience in business process mapping and end-user support for major system implementation.
  • Experience monitoring and reporting on port, and freight market conditions and trends.

  • Experience supervising more junior staff at the assistant level and below.

TERMS AND CONDITIONS

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
