DIVISION PURPOSE:
The overall objective of this project is to increase access to good management of municipal solid waste, recyclable materials and organic waste in Za’atari Refugee Camp and neighbouring host communities through a cash for work modality intended to create a large number of livelihood opportunities for refugees and vulnerable Jordanians.
This will be carried out using the cash for work mechanism, to reduce the impact of the Syrian crisis on vulnerable households in Za’atari refugee camp and four municipalities in Mafraq Governate. The project is supported by a national advocacy and influencing campaign, targeting key decision makers, influencers, and the general public to improve solid waste management in Jordan.
The project is based on Oxfam’s experience in Solid Waste Management (SWM) in Jordan, working with GIZ to improve solid waste management in Jordan. It includes a strong component of community engagement and behaviour change, to bring a sustainable approach to recycling and solid waste management in the targeted communities.
TEAM PURPOSE:
To build strong community awareness, active participation and ownership around solid waste management and recycling activities and reduce public health risks and environmental impact, contributing to a life with dignity for vulnerable people in four municipalities in Mafraq Governorate, which includes Um Al-Jimmal Municipality, Za'atari & Manshieh Municipality, Rahab Municipality and Khalidiyah Municipality.
JOB PURPOSE:
The Senior Community Engagement Officer will lead a team in developing and facilitating relationships between OXFAM and the community in the targeted municipalities and ensuring community have opportunity to input, participate and provide feedback on implemented activities. The Senior Community Engagement Officer is responsible for ensuring that programming pursued by OXFAM is informed by and driven by the community.
To facilitate effectiveness and efficiency in this role, Senior Community Engagement Officer position will be physically embedded in the community through partnership with an appropriate community-based organization (CBO).
To develop, manage and implement OXFAM community engagement activities and services, including identifying, and nurturing opportunities for affecting positive change at the neighbourhood level and enhance the community participation and involvement in the implement of solid waste management (SWM) and Recycling activities, through efforts that are aligned with strategic plan, and working closely with other OXFAM and community based organization (CBO) staff and paid volunteers to ensure integration and coordination of activities.

DIMENSIONS OF THE ROLE
- Required to make sound judgements regularly within agreed processes using community engagement technical knowledge, a good understanding of the team and the facilities of the team.
- Communication largely with internal staff, also with some external contacts / target audiences to support operational work.
- Analysis and internal communication of the locally relevant context to inform appropriate planning.

KEY RESPONSIBILITIES
- Provide effective leadership and management of the Community Engagement team ensuring it performs to a high standard with a strong team and work ethics.
- Prepare and maintain tools for activities and budget monitoring, this includes workplans and budget forecasts for the Community Engagement component.
- Develop community engagement activities and approaches that includes different community segments such as women, men, youth, children, People with Disability (PWD), and other vulnerable groups.
- Applying leadership and management approaches to support the team who are operating among the four municipalities.
- Ensure each municipality team’s different needs and challenges are addressed and provide support accordingly.
- Assess the capacity needs of Community Engagement officer and assistants and develop capacity building plan with the support of Community Engagement project manager.
- Prepare the content for community engagement and changing behaviour related training and workshops for the community members, governmental staff, teachers, parents, key informants, children, storekeepers, etc.
- Establish trusting relationships with local community members and municipality level and stakeholders to understand their needs and community dynamics, and support tailoring projects towards those needs.
- Develop context profiling, community profile, stakeholder mapping that should contribute to the planned community engagement activities.
- Assess the capacity building gaps of community volunteers and local stakeholders.
- Identify the key Social and Behaviour Change needs and develop required communication materials with support from Media ad communication team.
- Ability to design and develop changing behaviour activities with the support from Community Engagement manager and support the team during the planning and implementation phase.
- Design community engagement methods and communication materials targeting different audiences.
- Support the team to identify local channel of communications with community members.
- Coordinate with the Senior Protection, Gender, and Inclusion Officer, and community-based organization (CBO) officer to ensure that all activities do not increase risks for refugees, women, and marginalized groups.
- Develop and establish activities tracking mechanism to ensure the accurate capturing of data to feed in all community engagement related reports and project reports.
- Support Community Engagement Project Manager to prepare internal and external reports by providing monthly reports and data based on need or request.
- Contribute to the Safe Programming Risk Matrix and implement recommendations
- Work closely with Solid Waste Management, Recycling, community-based organization (CBO) Officer Income Based Volunteering, host community and MEAL teams to ensure community is engaged in all project activities.
- Supervise and conduct participatory learning and action activities with communities and implement community feedback and follow up sessions jointly with MEAL team.
- Participate and present Oxfam in Commuinty Mobilization/ Engagement related meeting and event among the four municipalities.
- Review data received for each municipality and partners to identify trends or opportunities for recycling promotion or community Engagement.
- Monitor and address commuinty engagement related complaints received from the MEAL team and ensure these are managed within timely manner.
- Support partners team in conducting periodic in-depth surveys and focus group discussions.
- Coordinate and work in collaborative way with community-based organization (CBO) Officer to ensure the smooth implementation of community engagement activities in each area.

In addition, an ideal candidate will also have:
- Degree from a recognized university.
- At least 4 years of relevant experience in Community Engagement, Community Mobilization or Outreach fields.
- At least 2 years’ experience in Host community context in Community Engagement, Community Mobilization or Outreach fields. Preferable not limited to familiar with Mafraq governate context.
- Familiar or having experience working with host community stakeholders such as municipalities, schools, key informants, local authorities etc.
- Lead and implement community-based approaches, such as participatory, community structure and consultation activities.
- Experience in community mobilization tools, such as focus group discussion (FGD), community gathering and mass awareness campaign.
- Experience or knowledge of develop information, education and communication (IEC) materials content for Community engagement activities for different community groups.
- Experience in leading and managing staff.
- Experience in activities planning by developing workplans, and implementation at the field level.
- Excellent written and spoken Arabic is essential, very good written and spoken English is essential.
- Sympathy with the aims and objectives of Oxfam.
- Commitment to humanitarian principles and action and to Oxfam’s equal opportunity and gender policies.
