KEY ACCOUNTABILITIES (not all-inclusive)

WFP Somalia Country Office is seeking a Programme Policy Officer (Social Protection Analyst) to support the implementation and expansion of WFP’s social protection portfolio, with a particular emphasis on the Government funded Baxnaano intervention and its shock-response elements.
The successful candidate will undertake the following responsibilities including, but not limited to:

  • Contribute to the implementation of the Somalia Country Office strategic plan, with particular emphasis on Strategic Outcome 2 relating to social protection.
  • Under the direct supervision of the Social Protection Officer and in close collaboration with Area Offices (AOs) in Somalia and Somaliland and the Nairobi Liaison Office, support the implementation of the government-led social protection projects.
  • Provide on the spot technical backstopping to WFP Area Offices and relevant stakeholders and partners.
  • Support the AOs in their engagement on social protection with state-level actors.
  • Conduct trainings and monitoring on behalf of CO and provide feedback to project management on performance of partners and progress and challenges on the ground.
  • Coordinate project activities with other WFP functional units (Transfers management, M&E, etc.).
  • Document learning and promote knowledge sharing between the different Area Offices, Country Office and Liaison Office through frequent engagement with AO colleagues to improve communication across offices, identify and respond to gaps, and streamline implementation processes across the operational chain.
  • Support AOs/technical units in generating evidence and key learnings.
  • Coordinate programme monitoring activities between WFP Somalia offices and implementing partners, and support regular monitoring reporting to Government, UNICEF and World Bank.
  • Provide support to relevant partners that are focusing on Social Protection issues to enable sharing experiences and gather lessons learned and best practices.
  • Contribute to the preparation and dissemination of timely analytical and critical reports, publications, donor reports and other relevant information products or proposals for internal or external use.
  • Contribute towards quality capacity assessment and performance appraisal of CPs following the partnerships evaluations.
  • Represent WFP Somalia in meetings and discussions covering the project when needed.
  • Work closely with UNICEF, donors and government to support the project planning and implementation.

STANDARD MINIMUM QUALIFICATIONS

Education: A First University Degree in social sciences and humanities. An Advanced University degree of a similar field is a plus. 

Experience: A minimum of 3 years of post-graduate experience in handling complex food security, relief or emergency programmes transitioning to development programmes. Experience in programmes related to Social Protection and Safety Nets, preferably within the UN and/or government is desirable.

Language: Proficiency in written and oral English and Somali.

Knowledge &Skills:

  • Extensive knowledge and experience of humanitarian and development context of Somalia. 
  • Has worked in collaboration with government agencies and gained policy experience. 
  • Proven professional experience in the field with ability to work under pressure and independently on technical matters with minimum supervision. 
  • Demonstrated experience in liaising with donors and establishing innovative partnerships. 
  • Excellent writing and communication skills in English, and ability to produce quality documents and reports. 
  • Experience in organising workshops with government agencies and partners and national and sub-national levels. 
  • Training and/or experience utilising computers including word processing, spreadsheet and other WFP standard software packages and systems. General knowledge of UN systems and policies, rules, regulations and procedures governing administration.
