BACKGROUND
Syria has been suffering from a prolonged crisis since 2011, which has damaged its economy and social fabric severely. Protracted crisis, economic collapse and the impacts of the Coronavirus pandemic in the past two years further exposed the Syrians to food insecurity and eroded their livelihoods. Responding to that, and also reflecting WFP's experience and lessons learned, and maximizing its comparative advantages and collaboration with humanitarian and development stakeholders, WFP developed an interim country strategic plan (iCSP) that began implementation in January 2022. The iCSP was developed to address the growing food and nutrition needs, the severe deterioration of livelihoods, and the collapse of food systems.
WFP works with a range of actors to deliver efficient, effective and equitable assistance, including through provision of quality assessments based on evidence-based analysis to inform policy, programme and initiatives at the national, governorate and district levels in Syria .
The VAM Unit is a technical information and decision support service for WFP and partners. The unit aims to provide high quality, timely and effective information to support and inform operational decision-making, well designed and better targeted programmes. This includes conducting household assessments, food security monitoring, geo spatial analysis, monitoring of food prices in local markets as well as conducting emergency food security surveys and in-depth studies to understand the nature of food insecurity affecting a population. VAM also assesses the risks to people’s livelihoods as well as tracking emerging food security problems. VAM’s analyses supports WFP decision-making in designing and managing emergency and development programmes. This information is crucial for targeting the most food insecure people.
JOB PURPOSE & CONTENT
WFP Syria Country Office is seeking for National VAM Officer (NOB) to enhance the VAM evidence base that supports food security and nutrition policies and programmes.
Under the overall guidance of the Head of VAM, and the direct supervision of the Lead Food Security Analyst, , the incumbent will have the responsibility of conducting food security assessments and related analysis in Syria WFP Country Office. Additionally, he/she will also lead the development and deployment of next phases of the ongoing Syria’s retargeting exercises including but not limited to modeling and scorecard analyses as well as coordinating interventions by VAM staff in Syria’s WFP field offices.
The incumbent will ensure a regular flow of all VAM food security related data and products is produced according to the demands of the country office and sub-offices.
KEY ACCOUNTABILITIES (not all-inclusive)
Within delegated authority, the incumbent will be responsible for the following duties:
• Lead and conduct vulnerabilty and food security assessments such as and not limited to: emergency food security assessments, Crop and Food Security Assessment Missions (CFSAMs), Joint Assessment Missions (JAMs), rapid food security assessments, market assessments, as well as other food security related assessments;
• Lead/conduct food security analysis and write food security reports;
• Conduct statistical modeling and qualitative analyses to inform targeting approaches including conducting reviews of exisiting tartegeting criteria, vulnerability profiles; identifying gaps and informing timely adjustments
• Support and manage VAM field office staff food security related requests;
• Act as liaison focal person on joint projetcts between VAM and stakeholders including but not limited to Government counterparts, INGOs and other UN agencies
• In coordination with Food Security cluster and partners, support the implementation of food secutiry and livelihood assessments as well as food security analysis for the Humanitarian Needs Overview (HNO) and integrated food security phase classification (IPC);
• Take lead in translating complex food security data collection, analysis and visualization tasks into technical requirements; Proporse innovative and technological solutions to save time and improve performance and efficiency; Act as liaison with IT solution development teams to ensure tools and products are in line with reuirements
• Support the development of Syria’s Minimum Expenditure Basket (MEB) and other poverty related analysis ;
• Conduct food security assessment trainings to WFP and non-WFP staff;
• Perform other duties as required by the supervisor.
Functional Capabilities and Skills Required to Deliver Outputs:
The incumbent will require the following skills to be able to complete the expected responsibilities effectively:
• Proficient and fluent command of written and spoken technical Arabic and English;
• Advanced understanding of food security analysis and proficient report writing ;
• Advanced knowledge and experience in designing and programming digital data collection tools using technologies like XLSForms, ODK Suite, MODA, ONA and or Kobo alike platforms;
• Advanced knowledge and experience in handling large datasets and complex data structures; database design and administration using technologies such as PostgreSQL, MSSQL, MySQL and IDEs like Azure-studio, Workbench, DBeaver, TableauPrep, etc
• Advanced knowledge and experience with statistical data analysis and modeling using tools like SPSS, R, Python, etc
• Proffcient knowledge and experience in building dashboards and business reports using business intelligence tools like Tableau, PowerBI, R Shiny, etc
• Proficient knowledge of presenting complex data into both operational and executive visual summaries
• Good understanding of GIS and Remote Sensing;
• Good communicator and able to train large groups of people
• Diplomacy and ability to persuade key partners and stakeholders
STANDARD MINIMUM QUALIFICATIONS
Education
Advanced university degree in Social studies, Mathematics, Computer science, information technology, engineering, Economics or other related fields or a first level degree in with proven experience in required functional capabilities.
Experience
With an Advanced University Degree: At least 3 years of responsible post graduate professional experience in fields of work relevant to advertised roles and responsibilities as well as functional capabilities
With a First University Degree: At least 5 years of responsible post graduate professional experience in fields of work relevant to advertised roles and responsibilities as well as functional capabilities
Language:
Fluency in both oral and written communication in Arabic and in English.
ORGANIZATIONAL CONTEXT
These roles are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs), and report to a senior VAM or Programme Policy Officer. Job holders operate with high degree of independence and are involved in more straight forward VAM activities and programmes and/or focus on a specific theme(s).
