WFP’s current five-year Country Strategic Plan (CSP) is designed in a way to fully support Egypt’s vision 2030 and ensure food and nutrition security for all Egyptians, as enshrined in both the Constitution and the country’s commitment to the Global Sustainable Development Agenda.
The CSP focuses on five interrelated thematic areas:
• Support and complement the Government’s social protection programs
• Support the refugees and migrants through food assistance and resilience building
• Improve the nutritional status of Egyptians with a focus on Pregnant and Lactating Women and infants under two years of age
• Support resilience of vulnerable smallholder farmers and Bedouin communities in Upper Egypt and frontier Governorates; and
• Provide capacity strengthening to the Government and support South-South cooperation between Egypt and neighbouring countries.
WFP Egypt is currently designing a follow-on CSP for 2023-2028 and is implementing a number of resilience building climate-smart interventions in more than 140 villages. These programmes are being jointly designed and managed by WFP and the Government of Egypt and are planned to be scaled up within the Haya Kareema Presidential Initiative.
The Incumbent would therefore be expected to provide support to policy and programme activities that effectively meet food assistance needs especially as they pertain to integrated, climate-adaptative agriculture and the resilience building of rural and Bedouin communities in Egypt.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Agriculture, Environmental Sciences, International Affairs, Economics, or other field relevant to international development assistance, or First University Degree with additional years of related work experience preferably with the UN or donor-funded programmes and trainings/courses
Experience: At least 3 years of professional experience in implementing climate-smart agricultural and/or irrigation programs
• Experience in rural development, and resilience building, food systems
• Experience in implementation of programmes and in the provision of inputs into designing operations.
• Experience in provision of input into policy discussions and decisions.
Language: International Professional: Fluency in both English & Arabic languages
ORGANIZATIONAL CONTEXT
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity
JOB PURPOSE
To provide support to policy and programme activities that effectively meet food assistance needs..
KEY ACCOUNTABILITIES (not all-inclusive)
- processes, ensuring alignment with wider programme policies and guidance.
- Provide project management support to smallholder farmers related programmes, ensuring a coordinated approach with wider programmes that comply with WFP standards and procedures.
- Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
- Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
- Support the capacity building of junior staff, partners and national government to prepare for and respond to assistance needs, e.g. through project management support of learning initiatives.
- Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
