ABOUT WFP

WFP’s current five-year Country Strategic Plan (CSP) is designed in a way to fully support Egypt’s vision 2030 and ensure food and nutrition security for all Egyptians, as enshrined in both the Constitution and the country’s commitment to the Global Sustainable Development Agenda.
The CSP focuses on five interrelated thematic areas:
• Support and complement the Government’s social protection programs;
• Support the refugees and migrants through food assistance and resilience building;
• Improve the nutritional status of Egyptians with a focus on Pregnant and Lactating Women and infants under two years of age;
• Support resilience of vulnerable smallholder farmers and Bedouin communities in Upper Egypt and frontier Governorates; and
• Provide capacity strengthening to the Government and support South-South cooperation between Egypt and neighbouring countries.
WFP Egypt is currently designing a follow-on CSP for 2023-2028 and is implementing a number of resilience building climate-smart interventions in more than 140 villages. These programmes are being jointly designed and managed by WFP and the Government of Egypt and are planned to be scaled up within the Haya Kareema Presidential Initiative.
The Incumbent would therefore be expected to provide support to policy and programme activities that effectively meet food assistance needs especially as they pertain to integrated, climate-adaptative agriculture and the resilience building of rural and Bedouin communities in Egypt

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Development, Agriculture, Environmental Science, Social Sciences or other field related to climate change adaptation and/or international assistance or First University Degree with additional years of related work experience preferably with the UN or donor-funded programmes and trainings/courses.

Experience: At least 5 years of professional relevant managerial experience managing Programmes for UN agencies, government entities, or civil society in the fields of rural development/ food systems/ climate change and/or environmental sustainability; Experience in the management of relevant programme from inception to implementation and assessment, Proven ability and experience in the development of interagency networks, partnerships, strategies and initiatives.

Language Fluency in both English &Arabic languages

ORGANIZATIONAL CONTEXT

TThe incumbent is expected to serve as activity manager for rural development programmes in the Country Office leading the design, management, coordination, implementation, and review of all Climate Change Adaptation & Resilience Building initiatives in the WFP Egypt Country Office.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting directly to the Head of Programme and with the overall guidance of the WFP Egypt Deputy Country Director, the incumbent is expected to perform the following duties and responsibilities
• Provide oversight, management, and support in developing and implementing all rural development and climate-adaptive initiatives, plans and processes, in alignment with WFP and Government of Egypt policies and guidance;
• • Identify and coordinate the design and development of new initiatives and propose the establishment of new partnerships as they relate to rural development, including through the drafting of concept notes and donor proposals;
• Support liaisons with government agencies, UN agencies, international financial institutions, and non-governmental organizations to ensure synergies with WFP’s priorities and to engage in project implementation and/or joint programming where possible;
• Develop a standard operating procedures package, inclusive of guidance on potential partner roster methodology; approaches to planning, implementing, monitoring, and reporting of all SO3 projects; and evaluating mid-term and final performance of all relevant partners;
• Ensure the preparation of accurate and timely reports that enable informed decision making and consistency of information;
• Ensure strong collaboration with public, private, and/or civil partners leading to improved projects implementation and design;
• Support the capacity building of WFP country office and field staff, partners, and government counterparts in relevant areas;
• Provide technical guidance, training, support and advice to all country and field office staff responsible for the implementation of rural development projects;
• Support the implementation of the WFP Egypt Country Strategic Plan by ensuring cross-cutting efforts such as nutrition-sensitivity, gender and diversity inclusion, protection and accountability, and linkages with other activities are integrated into rural development projects;
• Manage and provide supervision to the technical team and liaise with technical counterparts at WFP regional bureau and headquarters;
• Perform all duties and functions of an activity manager as relevant to internal WFP processes and procedures

Other specific job responsibilities

1.Lead climate resilience portfolio to promote the resilience of smallholder farmers vulnerable to the impacts of climate change
2. Support government efforts to strengthen adaptive capacities of national systems and local communities through providing technical assistance and forging strategic partnerships with national and international technical partners.
3. Lead a core team responsible for integrated rural development and climate-adaptive activities in the Country Office.
4. Identify key variables and contextual factors that affect food systems, agricultural or irrigation programmes throughout the lifecycle to inform quality programme design or re-design.
5. Report on climate change impacts and mitigation measures of different programmes.

TERMS AND CONDITIONS

Contract Type: Fixed Term

Contract Duration: This is a one-year contract, extension will be based on satisfactory performance and fund availability.
