STANDARD MINIMUM QUALIFICATIONS

Education:

  • A bachelor's degree or equivalent in social science, Economics, Monitoring and Evaluation of Projects/ Programs or other closely related fields.

Experience:

  • At least six (6) or more years of substantial operational field experience in social science, Supply chain, Economics, Nutrition, Agriculture, Management, Monitoring and Evaluation of Projects/ Programs,
  • Ability to analyze diverse information and develop recommendations.

Skills:

  • Strong communications skills (both written and verbal) at a level appropriate for representation.
  • Skills in data management would be desirable
  • Ability to engage effectively at field level with a wide range of actors including those in the international humanitarian community and governments.
  • Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.
  • Maturity, initiative, courtesy, tact, and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
  • Good computer knowledge and skills.

Languages:

  • Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

WFP’s strategy in Benin for the period of 2019–2023 is aligned with the 2030 Agenda for Sustainable Development, the Government’s national development plan for 2018–2025 and the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Benin for 2019–2023. It’s based on the 2018 zero hunger strategic review recommendations, evaluations and lessons learned from previous programmes.

WFP use an integrated approach, institutional capacity strengthening and partnerships to support the Government in addressing food insecurity at the household, community and individual levels, focusing on four axes:

  • school feeding under an integrated nutrition-sensitive, multisectoral approach (with linkages to social protection, education, health, agriculture, hygiene and sanitation);
  • nutrition assistance, with an emphasis on the prevention of malnutrition, including micronutrient deficiencies among children and pregnant and lactating women and girls;
  • institutional capacity strengthening, with home-grown school feeding as an entry point for promoting local food production, particularly in support of smallholder farmers, especially women;
  • assistance to populations affected by crises in Benin during and after crises.

WFP works with government, other UN agencies, NGOs, private sector companies and others to mobilize resources, find innovative solutions and reach vulnerable communities in Benin.

JOB PURPOSE

This job is found in Benin Country Office (Cotonou) and the job holders report to the Programme Policy Officer or to the designate.

KEY ACCOUNTABILITIES (not all-inclusive)

Support for the coordination and management of the team's work
1. Monitor the execution of annual work plans, follow up on the implementation of planning, produce monthly variance analyses and review with the "effectors";
2. Support the overall implementation and monitoring of financial execution and highlight trends that ensure deliverables meet WFP's quality standards and norms;
3. Ensure the proper coordination of information within the Unit involving the implementation of a digitalized information management system, the centralization and systematization of the Unit's archiving system, the production and standardization of reports and monitoring matrices, and the weekly updating of the platform with all relevant documents;
4. Ensure the management of the KM&CS team's calendar and the different program tools (calendar of key activities, leave plans, attendance sheets, consolidated plan of recommendations, etc.)
5. Archiving of strategy documents, study or activity reports;
6. Ensure the administrative management of the various activities of the unit by ensuring their smooth running and the achievement of results;
7. Prepare and participate in the weekly meetings of the Unit and prepare the minutes within the deadlines set by the Unit and archive them.

Support for the management of strategic partnerships
8. Follow up on the implementation of the Memorandum of Understanding between WFP and the United Nations Agencies (UNFPA, UNDP, UNICEF, IFAD) and other organizations (EDUCO, DIRECT-AID, GIZ, KfW, etc.) and others;
9. Follow up on the establishment and implementation of memoranda of understanding between WFP and the Government at the central, deconcentrated and decentralized levels within the framework of the entire WFP Benin Country Strategic Plan portfolio;
10. Support the establishment, implementation and monitoring of innovative partnerships, including with the private sector, across the WFP Benin Country Strategic Plan portfolio;
11. Maintain links with Government, UN and TFP partners in the development of the country model and in capacity building and knowledge management;
12. Contribute to the capacity building activities of the partners and the development of the model, particularly in the experimental testing phase;
13. Support resource mobilization for the unit, including the development of funding proposals
14. Support the development of knowledge partnerships and ensure information sharing
15. Support the establishment and management of partnerships with research and academic structures to support evidence generation

Support knowledge management
16. Coordinate the centralization of needs
17. Support the identification of knowledge management needs and support the production of identified knowledge products
18. Organize key knowledge management and capitalization events
19. Document WFP good practices in school feeding and related activities;
20. Support the development of information and outreach materials, etc.
21. Ensure knowledge management outside the organization.
22. Perform any other tasks related to program activities.
